Prime Minister Pham Minh Chinh chaired the welcoming ceremony for the Prime Minister of the Russian Federation on an official visit to Vietnam.

On the afternoon of January 14th, at the Presidential Palace, Prime Minister Pham Minh Chinh presided over the official welcoming ceremony for Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin, who is on an official visit to Vietnam from January 14th to 15th.


This is the first visit of Russian Prime Minister Mikhail Vladimirovich Mishustin to Vietnam. Prime Minister Mishustin is the first high-ranking foreign guest to pay an official visit to Vietnam in 2025.

As the motorcade carrying Prime Minister Mishustin and the Russian Federation delegation arrived at the Presidential Palace, Prime Minister Pham Minh Chinh went to the car door to greet the Russian Prime Minister. In a warm and cordial atmosphere, Prime Minister Mikhail Vladimirovich Mishustin received a bouquet of fresh flowers from the students of Hanoi.

The two leaders walked down the red carpet to the cheers of children waving the national flags of both countries.

As the two leaders stepped onto the honorary platform, the national anthems of both countries were played. In a solemn atmosphere, the Prime Minister of Vietnam and the Prime Minister of the Russian Federation walked forward together to salute the national flags of their respective countries.

Prime Minister Pham Minh Chinh invited Prime Minister Mikhail Vladimirovich Mishustin to review the Guard of Honour of the Vietnam People's Army. The two Prime Ministers introduced members of the two countries' high-ranking delegations and witnessed the welcoming parade of the Guard of Honour of the Vietnam People's Army.

Immediately after the welcoming ceremony, the two Prime Ministers moved to the Government Headquarters to visit an exhibition of photographs about the country, people, and good relations between Vietnam and the Russian Federation, organized by the Government Office in coordination with the Vietnam News Agency.

Following that, Prime Minister Pham Minh Chinh and Prime Minister Mikhail Vladimirovich Mishustin led the high-level delegations of the two countries in talks.

The visit takes place against the backdrop of continuously strengthening relations between the two countries in recent times, aiming to further deepen the comprehensive strategic partnership between Vietnam and the Russian Federation, and looking forward to the 75th anniversary of the establishment of diplomatic relations (January 30, 1950 - January 30, 2025).

Built on the foundation of good relations between the leaders and people of the two countries, Vietnam-Russia political relations are highly reliable, with frequent exchanges of high-level delegations and contacts at all levels. The two countries maintain an intergovernmental committee mechanism that meets annually. They also cooperate closely in multilateral forums and international organizations.

Cooperation in many diverse fields has led to increasingly deep and substantive relations between Vietnam and the Russian Federation.

Economic and trade cooperation between the two countries has developed dynamically in recent years. In 2023, bilateral trade reached US$3.63 billion; and in 2024, it is projected to reach US$4.57 billion.

As of November 2024, Russia had 199 investment projects in Vietnam with a total registered capital of approximately US$990 million. Vietnam had 16 active investment projects in Russia with a total registered capital of US$1.6 billion.

Cooperation between the two countries in fields such as science and technology, culture, education, tourism, and local affairs is expanding.

Since 2019, Russia has increased the number of scholarships for Vietnamese students to approximately 1,000 per year. Currently, there are more than 5,000 Vietnamese students studying in the Russian Federation. The two sides annually and alternately organize Cultural Days in Vietnam and Russia.

Currently, about 20 pairs of local-level relations have been established between the two countries, particularly between Hanoi, Ho Chi Minh City and Moscow, Saint Petersburg... The Vietnamese community in Russia currently numbers around 60,000 people, who remain deeply attached to and consider Russia their second home.

Building on the strong relationship between the two countries over the years, the official visit of Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin to Vietnam will further strengthen bilateral cooperation, making it more effective and ultimately leading towards a brighter future.

The two sides will review, discuss, and find solutions to the limitations in bilateral cooperation, exchange views on the progress of important cooperation projects, especially in the fields of energy and industry, and propose measures to expand cooperation in potential areas, creating momentum to promote bilateral relations; it is expected that 2025 will be the beginning of a new phase of development for the comprehensive strategic partnership between Vietnam and the Russian Federation.
