He emphasized the significant importance of General Secretary Nguyen Phu Trong and President Joe Biden's announcement to upgrade Vietnam-US relations to a Comprehensive Strategic Partnership, reflecting the stature of the relationship, aligning with the interests of the people of both countries, and making a positive contribution to peace , stability, cooperation, and development in the region and the world. The Prime Minister affirmed Vietnam's consistent stance of considering the United States a strategically important partner, welcomed US support for a strong, independent, self-reliant, and prosperous Vietnam, and requested the US to continue promoting concrete forms of cooperation to implement this commitment.
President Joe Biden expressed his pleasure at meeting Prime Minister Pham Minh Chinh again, and thanked General Secretary Nguyen Phu Trong, the leaders, and the people of Vietnam for the warm welcome extended to him and his delegation. President Biden expressed his delight at the upgrading of relations between the two Pacific nations to a Comprehensive Strategic Partnership, considering it an opportunity to build a better future for both peoples. The two leaders expressed their pleasure at the profound development of Vietnam-US relations across all three dimensions—bilateral, regional, and international—after nearly 30 years of normalization and 10 years of establishing a Comprehensive Partnership. In particular, the economy, trade, and investment sector continues to be a highlight and driving force of bilateral relations, with two-way trade reaching over $123 billion in 2022. Cooperation between the two countries in science and technology, education and training, security and defense, addressing the consequences of war, responding to climate change, and people-to-people exchanges continues to achieve significant progress.
To effectively implement the framework of the Vietnam-US Comprehensive Strategic Partnership, Prime Minister Pham Minh Chinh proposed that both sides continue to strengthen cooperation through all channels, especially Party-to-Party, state-to-state diplomacy, and people-to-people diplomacy. Regarding economic, trade, and investment cooperation, the Prime Minister stated that this should be considered the "eternal engine" of bilateral relations, and requested that the US soon recognize Vietnam's market economy status, as well as upgrade the Framework Agreement on Trade and Investment, and continue to encourage high-tech US businesses to operate in Vietnam. In addition, the Prime Minister also proposed that both sides create breakthroughs in cooperation in science and technology, innovation, and education and training; and further promote cooperation in combating climate change, green growth, and renewable energy development.
President Biden agreed with Prime Minister Pham Minh Chinh on the directions and measures for implementing the new framework of bilateral relations, as well as priority areas of cooperation, including healthcare, social security, green energy, and high technology. President Biden proposed that the two sides strengthen cooperation in the semiconductor supply chain through human resource training programs for Vietnam, thereby gradually supporting Vietnam's deeper participation and becoming an important link in regional and global supply chains.
The two leaders expressed pleasure at the extensive developments in Vietnam-US relations across all three levels: bilateral, regional, and international.
The Prime Minister affirmed that Vietnam is an active, proactive, and responsible member of the international community, and expressed his hope that the United States would continue to provide practical support for Vietnam's peacekeeping activities at the United Nations. In the context of the world facing non-traditional security challenges on a global scale, the Prime Minister highly appreciated the role of multilateralism and requested the United States to continue to focus on allocating resources to effectively implement the ASEAN-US comprehensive strategic partnership, and to further deepen the Mekong-US partnership through concrete and substantive projects on climate change response, sustainable water resource management, food security, energy transition, and human resource development in the Mekong sub-region.
Today, September 11th, the Prime Minister shared with President Biden the grief and loss suffered by the American people in the terrorist attacks of September 11, 2001, emphasizing Vietnam's stance on combating terrorism in any form and stressing the importance of international cooperation in counter-terrorism, including cooperation with the United States.
On this occasion, the Prime Minister thanked and requested President Biden and the US side to continue paying attention to and creating favorable conditions for the Vietnamese community living, studying, and working in the United States.
