Also attending the event were: Politburo member, Secretary of the Central Committee of the Party, Head of the Central Organization Department Le Minh Hung; Politburo member, Standing Deputy Secretary of the Government Party Committee, Standing Deputy Prime Minister Nguyen Hoa Binh ; other members of the Central Committee of the Party, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, and leaders of central departments, ministries, and agencies.
At the ceremony, Comrade Pham Thi Thanh Tra, Member of the Central Committee of the Party, Member of the Standing Committee of the Government Party Committee, and Minister of Home Affairs , announced Decision No. 1868/QD-TTg dated August 29, 2025, of the Prime Minister on the appointment of Comrade Le Hoai Trung, Secretary of the Central Committee of the Party and Chief of the Central Party Office, to work at the Ministry of Foreign Affairs, assigning him the authority of Minister of Foreign Affairs; and Decision No. 347/QD-DU dated August 29, 2025, of the Standing Committee of the Government Party Committee on the appointment of Comrade Le Hoai Trung, Secretary of the Central Committee of the Party and Acting Minister of Foreign Affairs, to participate in the Executive Committee and Standing Committee, and to hold the position of Secretary of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term.
Previously, the President had decided to temporarily relieve Comrade Bui Thanh Son, Deputy Prime Minister and Minister of Foreign Affairs, from his position as Minister of Foreign Affairs until the 15th National Assembly dismisses him from the position of Minister of Foreign Affairs.
Comrade Le Hoai Trung, born in 1961, hails from Hue City. He is a member of the Central Committee of the Party for the 12th and 13th terms, Secretary of the Central Committee of the Party for the 13th term (since October 2023), and a Member of the National Assembly for the 15th term.
Comrade Le Hoai Trung has many years of experience working at the Ministry of Foreign Affairs, having held positions such as: Deputy Director of the Department of International Organizations, Deputy Head of the Permanent Mission of Vietnam to the United Nations, Acting Director, and then Director of the Department of International Organizations, Ministry of Foreign Affairs.
In December 2010, he was appointed Deputy Minister of Foreign Affairs. From March 2021, he was transferred and appointed Head of the Central Committee's Foreign Affairs Department; in February 2025, he was appointed Chief of the Central Party Office.
Presenting the Decision on the appointment and delegation of authority, and congratulating Comrade Le Hoai Trung, Prime Minister Pham Minh Chinh respectfully thanked the Politburo and the General Secretary for their attention and decision to strengthen the staff of the Government and the Ministry of Foreign Affairs.
The Prime Minister stated that Comrade Le Hoai Trung is a high-ranking Party leader, exemplary in political acumen, moral character, and sharp strategic thinking, and has received thorough training in diplomacy. During his 43 years of service, Comrade Le Hoai Trung has been a leader with rich and comprehensive experience in diplomatic work. In every position he has held, Comrade Le Hoai Trung has consistently demonstrated exemplary leadership, dedication, responsibility, and decisiveness in fulfilling the duties and responsibilities assigned by the Party and the State.
The Prime Minister emphasized that, over the years, the diplomatic sector has achieved many outstanding accomplishments, making important contributions to the cause of national construction and development, becoming one of the bright spots in the country's overall achievements. At the ceremony commemorating the 80th anniversary of the establishment of the diplomatic sector, General Secretary To Lam stressed that foreign affairs and diplomacy are important components in the strategy of protecting the Fatherland from early on and from afar, and are also the main force in elevating Vietnam's position; Vietnamese diplomacy not only serves the Fatherland and the people but also contributes to igniting faith in a world of peace, cooperation, and development.
Vietnam is increasingly asserting its role and position on the international stage; currently, we have diplomatic relations with 194 countries; expanding the framework of comprehensive strategic partnerships, strategic partnerships, and comprehensive partnerships with 38 countries, including all five permanent members of the United Nations Security Council; and signing 17 free trade agreements (FTAs), including many new-generation FTAs, which have been effective in international integration and trade, contributing to economic growth. From a country once surrounded and embargoed, Vietnam has become a shining example in foreign relations, under the correct leadership of the Party, the management of the State, the involvement of the entire political system, and the support of the people.
Highlighting the significant contributions of the leaders of the Ministry of Foreign Affairs throughout the years to those achievements, the Prime Minister expressed gratitude and high appreciation for Comrade Bui Thanh Son's contributions to the diplomatic sector and the overall development of the country, with his strong political acumen and high sense of responsibility.
The Prime Minister stated that, over 80 years of formation and development, Vietnam's diplomatic sector has consistently demonstrated a spirit of serving the Fatherland and the people, showing resilience, courage, and wisdom, and making positive contributions to maintaining a peaceful, stable, and increasingly prosperous environment for Vietnam. However, the world is facing fundamental, rapid, and unpredictable changes of the times, profoundly impacting all aspects of the country's activities and placing increasingly high demands on the diplomatic sector and other ministries and agencies.
The Prime Minister requested Acting Minister Le Hoai Trung and the leadership team of the Ministry of Foreign Affairs to continue to promote the pioneering, crucial, and ongoing role of foreign affairs in the new era, striving to contribute to the achievement of the two strategic goals set for the 100-year period; making practical contributions to expanding the country's development space, creating opportunities for integration, and effectively serving the strategic breakthrough in the coming period.
"Diplomacy in the new era, along with the task of defending the Fatherland, needs to take the lead in identifying and seizing opportunities; preventing the Party and State from being strategically passive or surprised in foreign affairs; and must have a firm grasp of the situation to advise the Party and State on appropriate, flexible, and effective foreign policy," the Prime Minister emphasized.
Along with that, the Prime Minister directed the development of a comprehensive, modern, and professional diplomatic sector in accordance with the spirit of the Party's documents, on par with the region and reaching international standards. The key task is to continue training a team of diplomatic officials who are both politically sound and professionally competent, pioneering, courageous, united, responsible, creative, and innovative in their work.
The Prime Minister expressed his confidence that Comrade Le Hoai Trung and Comrade Bui Thanh Son would continue to leverage their experience, capabilities, strengths, and wealth of expertise, and continue to dedicate themselves wholeheartedly to the diplomatic sector, to the Party and the State; he hoped that the Party and State leaders would continue to assist them in successfully completing their tasks; and affirmed that the Government would always stand alongside them, creating all favorable conditions for them to work and listening to their contributions to the Government's activities.
Speaking at the event, Acting Minister of Foreign Affairs Le Hoai Trung respectfully thanked the Politburo, General Secretary To Lam, key leaders, and Prime Minister Pham Minh Chinh for entrusting him with this important responsibility, which is both an honor and a great responsibility; he also expressed his respect and appreciation for the contributions of generations of diplomatic officials, especially the Ministers of Foreign Affairs, including Deputy Prime Minister and Minister Bui Thanh Son.
The Acting Minister stated that the tasks facing the diplomatic sector in the coming period are extremely challenging. The global and regional situation is changing rapidly and profoundly, posing many new challenges for our country; domestically, the entire Party, people, and army are striving to successfully complete the tasks set forth by the 13th Party Congress and prepare thoroughly for the 14th Party Congress. Successfully implementing the guidelines of the 14th Party Congress, the major policies and resolutions of the Party, the important resolutions and action programs of the Government, and the directives of the Prime Minister require a renewal of thinking, determination, and great efforts from all sectors, levels, and localities, including the diplomatic sector.
Comrade Le Hoai Trung pledged to work together with the leadership, officials, civil servants, and employees of the Ministry of Foreign Affairs to strive to successfully fulfill the tasks assigned by the Party, State, Government, and Prime Minister; to effectively implement the policy of strengthening foreign relations and international integration as a crucial and ongoing task; to strive to promote the pioneering role of foreign affairs in maintaining a peaceful and stable environment; to mobilize resources for national development; to enhance Vietnam's position and prestige in the international arena; and to thoroughly understand and effectively implement the directives of General Secretary To Lam, key leaders, and leaders of the Party and State.
