Prime Minister requests proactive response and quick overcoming of flood consequences in Central region

The Prime Minister requested a review, inspection, and organization of the relocation of residents, especially the elderly, children, women, and vulnerable groups, from areas severely affected by flooding and at risk of landslides, flash floods, and mudslides.

The Prime Minister requested proactive response and rapid khắc phục of the consequences of floods and heavy rains in Central Vietnam.

At 9:00 AM on November 25, 2024, the water level of the Huong River (Thua Thien- Hue ) was below alarm level 3 and was continuing to rise.

The Prime Minister requested that ministers of ministries and chairpersons of provincial and city People's Committees proactively direct and implement response measures to strong winds at sea, heavy rain, flooding, landslides, flash floods, and mudslides, ensuring timely and effective action and minimizing damage.

In recent days, heavy and prolonged rainfall has occurred in the Central region, especially in Thua Thien-Hue, Quang Ngai , and Binh Dinh provinces, causing landslides, localized flooding, and disrupting transportation. Some low-lying residential areas and riverside communities have been isolated due to deep flooding, affecting the production, lives, and daily activities of the people.

According to forecasts, in the next 2-3 days, due to the influence of a cold front, strong winds may occur at sea, with a risk of heavy rain, flooding, landslides, and flash floods in the Central region.

In Official Dispatch No. 120/CĐ-TTg dated November 25th, to proactively respond to floods and ensure the safety of people's lives and property, the Prime Minister requested that Ministers of ministries and Chairmen of People's Committees of provinces and cities, according to their assigned functions and duties, organize close monitoring and proactively direct and implement response measures to strong winds at sea, floods, landslides, flash floods, and mudslides, ensuring timeliness and effectiveness, minimizing damage to people's lives and property, and quickly overcoming the consequences when natural disasters and incidents occur.

The chairpersons of the People's Committees of provinces and cities from Ha Tinh to Phu Yen are focusing on mobilizing forces and resources to reach areas still deeply flooded and isolated in order to promptly provide food, supplies, and essential necessities to the people, ensuring that no one goes hungry.

Continue to review and inspect, promptly detect, proactively warn, and organize the relocation of residents, especially the elderly, children, women, and vulnerable groups, from areas with deep flooding and at risk of landslides, flash floods, and mudslides.

Simultaneously, organize forces to guard, control, and guide traffic safely through flooded areas, areas prone to landslides or at risk of landslides; implement measures to ensure the safety of dams and reservoirs; and have vehicles and personnel ready to assist people in evacuation and rescue operations when necessary.

Timely organize visits, encouragement, and support for families affected by floods in accordance with regulations; mobilize local forces to assist people in repairing houses, cleaning up the environment, and quickly restoring transportation routes, essential infrastructure, and production and business activities immediately after the floods.

The Prime Minister requested the Ministry of Natural Resources and Environment to continue closely monitoring the developments of natural disasters, rain, and floods, and to provide timely forecasts and information to relevant agencies and the public so that they can proactively direct and implement response measures.

The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade, according to their assigned functions and tasks, shall coordinate with the Ministry of Natural Resources and Environment and local authorities to direct the scientific and safe operation of irrigation and hydropower reservoirs, contributing to flood reduction in downstream areas, while also ensuring the proactive storage of sufficient water at the end of the flood season to serve the production and daily life of the people.

The Ministry of National Defence is mobilizing unmanned aerial vehicles (UAVs) to assist localities in surveying vulnerable areas to promptly detect cracks and areas at risk of landslides and flash floods, in order to provide early warnings and implement preventive measures, including relocating residents to ensure safety; proactively deploying forces and resources in key areas at risk of deep flooding and isolation to be ready to assist in evacuation, relocation of residents, and rescue operations when requested by localities.

The Ministry of Public Security has directed the deployment of forces to manage traffic flow and ensure traffic safety and security in areas affected by natural disasters; it has also directed relevant agencies and local security forces to be ready to assist people in responding to floods and carrying out rescue operations.

The Ministry of Health, the Ministry of Education and Training, and the Ministry of Transport, according to their assigned functions and duties, shall direct and guide the implementation of medical examination and treatment and essential health services for people in flood-affected areas, environmental sanitation, and disease prevention and control during and after the floods; implement measures to ensure the safety of students and teachers, minimize damage to facilities, equipment, and learning materials in deeply flooded and isolated areas; and implement measures to ensure traffic safety and quickly repair landslide-damaged roads, especially on major transportation routes.

In addition, the Prime Minister instructed the Ministry of Agriculture and Rural Development to closely monitor the situation, proactively direct and urge ministries, sectors, and localities to implement disaster response work according to assigned tasks, and promptly report and propose to the Prime Minister for guidance on issues beyond their authority.

The Ministry of Finance, in coordination with the Ministry of Agriculture and Rural Development and other relevant agencies, will promptly propose financial support to localities affected by natural disasters to help them overcome the consequences, restore production and business, and stabilize people's lives.
