On the morning of February 21, Chairman of the Provincial People's Committee Vo Trong Hai and Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh chaired the regular meeting of February 2024 to listen to the socio -economic situation in the first 2 months of 2024 and deploy key tasks and solutions in the coming time.

Implementing the Government 's resolutions and the programs and resolutions of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee promptly issued documents directing the implementation of tasks right from the first months of the year. Thanks to that, the socio-economic development results were quite good; ensuring conditions for people to enjoy Tet and welcome spring happily, safely and economically.

Director of Department of Planning and Investment Tran Viet Ha reported on socio-economic results in the first two months of the year.

The industrial production index for the first two months is estimated to have increased by 10.44% over the same period last year. Trade, services and tourism are quite stable, ensuring supply and demand balance, stabilizing the market before, during and after Tet. Total retail sales of goods in the first two months of the year are estimated at nearly 12,000 billion VND, up 20% over the same period last year. Import-export turnover is estimated at 956 million USD, up 5% over the same period last year.

Agriculture at the beginning of the year mainly focused on caring for and harvesting the 2023 winter crop and implementing production of the 2024 spring crop. Up to now, the spring crop has met the requirements of progress and season, and the rice fields are currently growing well. At the same time, localities have organized plans to launch the Tet tree planting campaign, and so far, 1.1 million trees have been planted.

Total budget revenue in the area in the first 2 months is estimated at VND 2,900 billion, reaching 16% of the estimate, equal to 30% of the same period. Public investment focuses on completing the 2023 plan and implementing the 2024 plan; to date, the detailed allocation to units and localities for the 2024 plan has been basically completed, with disbursement as of February 16 reaching VND 586 billion, equal to 18.3% of the plan.

Chairman of Ha Tinh City People's Committee reported on the Lunar New Year situation in the area.

Investment attraction and new business establishment activities have shown positive signs. Up to now, 4 domestic investment projects with a total registered capital of 817 billion VND have been approved; nearly 140 new businesses with a total registered capital of 661 billion VND have been established.

In terms of culture and society, activities to celebrate the Party and celebrate spring were organized joyfully and enthusiastically. Attention was paid to the care of people's lives and social security during the Lunar New Year; nearly 263,000 gifts worth nearly 106 billion VND were given to the beneficiaries. The political security situation, social order and safety, especially during the Lunar New Year, were generally stable.

At the meeting, delegates focused on evaluating the results achieved in the first two months of the year; entertainment activities, security and order during the Lunar New Year; and at the same time, proposed a number of proposals and solutions to implement socio-economic development tasks in the coming months, focusing on areas such as: budget collection, public investment, site clearance for projects, new rural construction...

The Chairman of the Provincial People's Committee requested departments, branches and localities to strictly implement Directive No. 06/CT-TTg dated February 15, 2024 of the Prime Minister on urging the implementation of key tasks after the Lunar New Year holiday. Review and identify key tasks for each month and quarter to focus on direction and management. Monthly, the Provincial People's Committee Office coordinates with the Department of Statistics to review and report to the Provincial People's Committee leaders on data of sectors, fields and socio-economic indicators.

Regarding specific tasks, all levels and sectors will resolutely implement solutions to promote disbursement of public investment capital right from the beginning of the month and year; continue to focus on site clearance and resettlement for expressway projects; resolutely carry out budget collection tasks, focus on spending tasks to implement and disburse to ensure progress.

Grasp the situation of industrial production, especially key products. Speed up the progress of ongoing projects, the progress of industrial park planning and handle problems in industrial parks; review the Provincial Planning, attract investment in industrial clusters. Focus on site clearance, support investors to start the project of investing in construction and operating infrastructure of Bac Thach Ha Industrial Park.

Maintain stable agricultural production, develop organic agriculture; effectively implement policies to encourage agricultural and rural development; promote land accumulation. Resolutely focus and mobilize the entire political system to participate in the construction of new rural areas.

Strengthen land and mineral management, accelerate the implementation of auctions for mineral exploitation rights of mines approved by competent authorities. Review, evaluate, and advise schools on investment in standard educational facilities and equipment; continue to accelerate the implementation of the contents signed with Hanoi National University.

Focus on implementing plans to reorganize administrative units at district and commune levels; focus on digital transformation tasks; promote administrative reform, resolve problems and backlogs; tighten discipline and order among civil servants.
