
P. V: Dear Permanent Vice Chairman of the Provincial People's Council! Could you tell us the main contents of the 17th Session ?
Comrade Nguyen Nam Dinh: The 17th session of the Nghe An Provincial People's Council, term XVIII, term 2021 - 2026 will discuss, comment, consider and decide on many important contents; including considering and approving 35 resolutions, especially on the socio-economic development plan, revenue and expenditure estimates, local budget allocation, and public investment plan for 2024.
Decide and adjust investment policies; assign the number of cadres, civil servants and part-time workers at the commune level in 2024; assign civil servant payrolls in 2024; stipulate titles and allowances for part-time workers at the commune and village levels; support workers at the village level, allocate operating budget estimates of commune-level socio-political organizations, etc.

The meeting will also conduct dismissals; elect additional members of the Provincial People's Committee for the 2021-2026 term and organize a question and answer session on 2 groups of contents:
Group 1, on the management and effective use of land originating from state-owned farms and forestry farms and Youth Volunteer Corps. Current situation, causes and solutions to enhance the effectiveness of management and effective use of land in the coming time.
Group 2, on solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

P. V: 2024 is a pivotal year for implementing the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 and the Socio-Economic Development Plan for the period 2021 - 2025. At this session, what solutions will the Provincial People's Council have to contribute to implementing the above tasks?
Comrade Nguyen Nam Dinh: In the past time, the People's Council of Nghe An province has promptly institutionalized and concretized the guidelines, policies and guidelines of the Central Government, the Executive Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee into resolutions, conclusions, mechanisms and policies on socio-economic development; performed well the function of deciding and supervising the implementation of important issues of the province; coordinated with the Provincial People's Committee to lead, direct, operate, urge and inspect the implementation of the province's socio-economic development plan. At this session, the Provincial People's Council continued to accompany the provincial political system to remove difficulties and achieve the set goals.

Specifically, before the session, the Standing Committee and Committees of the Provincial People's Council have strengthened surveys to collect information, detect and propose difficulties and obstacles in the implementation of policies, laws and resolutions of the People's Council; participated in the supervision activities of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the Provincial National Assembly Delegation and the Provincial Vietnam Fatherland Front Committee; directly organized quality thematic supervision activities, and proposed many solutions to improve the effectiveness of the implementation of the National Assembly's resolutions on national target programs in Nghe An.
Preparations for the 17th Session were carried out early and remotely. The Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee to review the effective resolutions of the Provincial People's Council, promptly propose amendments, supplements, repeals or promulgate new mechanisms and policies suitable to reality.
The review of the contents submitted to the session was carried out thoroughly and comprehensively, especially the political and legal basis; the quality of the review was improved, ensuring that the resolutions issued were constitutional, legal, and feasible; and no content was submitted to the session that was behind schedule or did not ensure quality.

At the meeting, the People's Council will discuss in groups and in the hall to review reports and draft resolutions; evaluate the direction and administration of the Provincial People's Committee to implement the resolutions of the Provincial People's Council; the Central's guidelines and policies; solutions for socio-economic development, ensuring national defense and security in a substantive, objective and comprehensive manner; point out limitations, weaknesses, difficulties, obstacles, causes and lessons in implementing socio-economic development tasks in 2023; propose effective solutions to implement socio-economic tasks in 2024, focusing on discussing overall goals and basic and important indicators.
Since the beginning of the 2021-2026 term, the Provincial People's Council has issued 25 resolutions on mechanisms and policies for socio-economic development. The Provincial People's Council will discuss the results of the implementation of the above mechanisms and policies, give opinions on the Thematic Supervision Report on the implementation of these resolutions (11/25 resolutions under the scope of supervision); point out shortcomings, limitations, difficulties, and obstacles; propose solutions to remove them; propose to abolish ineffective, fragmented, and unfeasible mechanisms and policies and supplement new appropriate policies.
P. V: Since the beginning of the 2021 - 2026 term, the activities of the 18th Nghe An Provincial People's Council have had many innovations, professionalism and efficiency . Could you please tell us about the preparation, organization and operation of the 17th Session and the contents that the session chair wants to send to the delegates?
Comrade Nguyen Nam Dinh: The organization of the sessions of the Provincial People's Council continues to have many innovations and creativity, ensuring reasonableness and science in both content and time of organization, improving quality in the direction of "substance and efficiency", in accordance with the law on processes, procedures and direction of the Provincial People's Council Party Delegation.
The contents of the meeting were prepared in a proactive, positive and thorough manner to create positive changes in the performance of functions and tasks, and to promptly decide on important local issues.

The reports presented at the session are summarized, shortening the time, increasing the time for discussion, debate, questioning and answering questions. The session chair suggests focused and key discussion content, clarifies issues with different opinions, creates high consensus, maximizes the experience and intelligence of the delegates, contributing to improving both the quantity and quality of statements of the People's Council delegates.
The work of ensuring facilities and other necessary conditions is enhanced; maintaining access, using meeting documents and voting are all done by software, helping to save time, costs, and implementation efforts, and being quick, convenient, scientific, and accurate.
The meeting chair requested the leaders of departments and branches to fully attend the question and answer session to answer, explain and accept the questions of the Provincial People's Council delegates. The propaganda work before, during and after the meeting continued to be promoted by the People's Council, promptly providing complete, accurate, extensive and practical information about the activities of the Provincial People's Council meeting to all voters and people to follow and supervise, bringing the People's Council's resolutions into life soon, contributing positively to improving the material and spiritual life of the people.
In order for the session to be successful as expected, the meeting chairman requested the delegations and delegates of the Provincial People's Council to uphold their sense of responsibility, actively study, learn, improve their capacity, and strive to fulfill their roles and functions as elected representatives; regularly maintain close contact with voters, participate in and directly perform supervisory tasks; review reports, actively discuss, debate, question, and participate in deciding policies and measures to ensure socio-economic development, national defense and security of the province.
Delegation groups need to focus on improving the quality of their activities; identify issues that voters have reported that have not been resolved or have not been satisfactorily resolved in order to continue making recommendations, monitoring or asking questions.
The delegation spends time discussing issues related to the locality, making recommendations to competent authorities for resolution; carrying out supervisory activities as assigned by the People's Council, the Standing Committee of the People's Council or proactively exercising supervisory rights according to its authority and reporting supervisory results to the Standing Committee of the People's Council.

Provincial People's Council delegates need to increase exchanges, assistance, and sharing of experiences and skills in activities; continue to learn about state management, law, document research skills, and information collection to be confident and courageous in participating in supervision and questioning.
Each delegate needs to actively study and grasp the Party's guidelines and policies, the State's laws and the People's Council's resolutions to detect shortcomings and difficulties in the process of organizing and implementing tasks in order to propose timely solutions and solutions, helping the People's Council to issue correct resolutions that are suitable to local realities.
Full-time People's Council delegates and committees assign specific tasks to each full-time delegate, ensuring that each task has a responsible leader, coordinator, time and progress of implementation.
As the core component in the pre-session review and supervision work at the session, the specialized delegates research and collect information to make specific and objective assessments and evaluations in the review and supervision, clearly pointing out the limitations and shortcomings in the performance of the tasks of the subjects of review and supervision.
At the question and answer session, full-time delegates need to demonstrate more clearly the capacity, responsibility, and mettle of People's Council delegates in raising questions and debating, clarifying issues that are still inadequate and limited.
