
On the morning of December 3, the Ho Chi Minh City Union of Literature and Arts Associations organized a scientific seminar with the theme "Ho Chi Minh City artists promote creativity in implementing Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo on continuing to implement Resolution No. 23-NQ/TW of the 10th Politburo on continuing to build and develop literature and arts in the new period".
At the workshop, delegates, artists and experts discussed literary and artistic activities in the new mechanism; promoting creativity and preserving cultural identity in the current context of integration.
Conclusion No. 84-KL/TW mentioned 7 key, fundamental tasks to make literature and art truly become "A particularly important, sophisticated field of culture".
In particular, there is a task directly related to the activities of the Union and the City's Literature and Arts Associations in the current period, which is "Transferring the organization of a number of literary and artistic activities (festivals, performances, competitions, etc.) currently at state management agencies to specialized literary and artistic associations with the capacity and conditions to undertake" stated in the 5th task of Conclusion No. 84-KL/TW.

According to artist Le Nguyen Hieu, Chairman of the Ho Chi Minh City Dance Artists Association, this is the Party's new, clear viewpoint on "cultural management thinking" and "cultural doing thinking" that needs to be understood correctly and fully. Because "cultural management thinking" is the function and task of the state management agency of culture, while "cultural doing thinking" is the function and task of the Literature and Arts Associations, of organizations and individuals registered to operate in this field.
Journalist and director Thanh Hiep, Head of the Theory and Criticism Department, Ho Chi Minh City Theater Association, said that from Conclusion No. 84, it is necessary to have a decentralization mechanism to return professional functions to specialized associations.
“When associations are truly empowered, they must be able to host or co-organize national festivals, performances, and competitions. Associations will be recognized for their authority to evaluate and award professional titles, because only those in the profession are qualified to assess the artistic talent and contributions of artists,” said journalist and director Thanh Hiep.

In addition, Conclusion No. 84-KL/TW also sets out tasks such as: Developing cultural industry; arousing and strongly promoting the desire to contribute and the creative capacity of artists; strongly promoting the development of research, theory and criticism of literature and art; encouraging the connection between the development of literature and art with the tourism and service sectors; promoting the image of the country and people of Vietnam to international friends...
Photographer Doan Hoai Trung, Chairman of the City Photography Association, said that the Photography Association has just successfully organized the 2nd Ho Chi Minh City International Photography Festival, attracting more than 100 international photographers and Vietnamese photographers, training units, technology, media and tourism enterprises and a large number of photography lovers.
According to Mr. Doan Hoai Trung, in the integration period, international exchange plays an important role in improving the quality of creativity and artistic vision. In fact, the Photography Association in particular and professional associations in general can promote exchange activities, exhibitions, participation in international competitions, or coordinate the organization of international training programs.
“Through these activities, members not only improve their skills but also contribute to promoting Vietnamese culture to the world,” Mr. Doan Hoai Trung affirmed.
According to Dr. Ha Thanh Van, Deputy Director of the Vietnam Center for the Promotion of Culture and Arts (COPAC), critics today face competition from three new forms of criticism: social media criticism, press criticism, and self-promotional criticism by artists themselves of their own works.

Dr. Ha Thanh Van said that the emergence of new forms of criticism helps to enrich and diversify critical life, but also entails many risks such as lack of professional knowledge and difficulty in controlling in the social network environment.
To solve these problems, she proposed that the Union of Literature and Arts Associations should develop a project to establish the Ho Chi Minh City Museum of Literature and Arts to honor writers and artists in all fields, while providing a source of materials for theorists and critics to research and preserve.
“In addition, professional associations need to expand cooperation with press agencies, radio and television stations to develop columns or organize more seminars and workshops to promote and increase the depth of theoretical and critical activities,” Dr. Ha Thanh Van suggested.

Professor, Dr. Nguyen Xuan Tien, Chairman of the Ho Chi Minh City Fine Arts Association, emphasized that promoting creativity in building and developing literature and art in the new period in the field of fine arts of the City is a central and continuous task. The goal is to create many products of high ideological and artistic value, meeting the cultural enjoyment needs of the people, contributing to the sustainable development of the country.
This requires concerted efforts from all levels of government, associations, sectors and artists to create a literary and artistic scene that is both imbued with national identity and modern and internationally integrated.
To realize that, according to Professor, Dr. Nguyen Xuan Tien, the Associations need to promote the application of technology; effectively exploit the achievements of science and digital technology, especially artificial intelligence (AI) to innovate the methods of creating, disseminating works and reaching the public; absorb the quintessence of human culture, promote the "soft power" of literature and art, contribute to promoting the image of the country and people of Vietnam to the world, and consolidate the national cultural identity in the integration era.
