Continue to review and manage the use of public assets

Strengthening the management of houses, land and public vehicles after implementing the 2-level local government model, the Provincial People's Committee has established working groups to conduct field inspections and work with each commune and ward with surplus facilities to direct, guide and propose appropriate solutions to avoid loss and waste and create more resources for local socio-economic development.

Arrangement, real estate facilities after merger

By October 25, 2025, the whole province has 4,221 houses and land under state management. Of these, 4,161 have been processed after the administrative unit arrangement according to the 2-level local government model, through the forms of assignment, lease, conversion of functions or liquidation in accordance with regulations. However, there are still 60 houses, land and working offices that are redundant and not yet in use. Plans are being developed for arrangement, reorganization and processing in accordance with the development planning of each locality.

Mr. Nguyen Van Phong, Deputy Director of the Department of Finance, said: Handling a large volume of public assets not only reduces waste, but also creates resources for restructuring the office system in a centralized, modern and effective direction. The review and arrangement work is carried out seriously, transparently, and in accordance with legal regulations. In addition to the headquarters, the system of public service vehicles, especially commune and ward-level cars, also receives investment attention. The whole province currently has 70/75 communes and wards equipped with 1 car; it is expected that in 2026, each commune and ward will have 2 cars for general work, meeting the standards and norms of the State.

In Moc Chau ward, after implementing the two-level government model, there are 5 surplus headquarters and real estate, including: the headquarters of the People's Committee of Chieng Hac commune (old); Tax Team No. 1 (old); Moc Chau Tax Department (old); the land of the Public Administration Center; the land of Tay Tien Kindergarten and the headquarters of the People's Committee of Muong Sang ward (old). Mr. Lo Minh Hiep, Vice Chairman of the People's Committee of Moc Chau ward, said: The ward has strictly implemented the Law on Management and Use of Public Assets. All real estate assets are recorded in accounting books, with full and accurate data entered into the system, ensuring consistency with the public asset report. Up to now, many facilities have been transferred and handed over in accordance with regulations, promoting effective use. However, it is recommended that the province should have detailed instructions for assets without clear legal documents or assets used for a long time without being granted land use right certificates; Allowing units to retain part of the revenue from exploiting public assets to serve maintenance and repair work.

In Chieng Coi ward, after the merger, the ward has 30 groups and villages, with a population of more than 22,000 people. After reviewing, the locality still has some surplus assets and land and has proposed transferring the headquarters of the People's Committee of Hua La commune (old) to Hua La Primary School to expand facilities, and transferring the headquarters of the People's Committee of Chieng Co commune (old) to Hun village to be used as a cultural house and community activity center.

After the merger, Chieng An ward received and handed over 77 houses and land (headquarters, schools, cultural and sports facilities). Mr. Nghiem Van Tuan, Chairman of the People's Committee of Chieng An ward, said: The ward strictly manages and monitors public assets, enters data into the National Database System, ensuring transparency. For facilities that are no longer in use, we proactively propose to handle, recover, and transfer them to avoid waste.

Improving the efficiency of public asset use

After 3 months of operation, public assets have basically been proactively implemented by agencies, units, and local authorities at all levels according to the approved plan, initially managed and used according to regulations. However, in addition, there is a situation where some commune headquarters are not in use, the work of changing ownership, transferring usage rights, reporting and declaration, especially administrative procedures on transfer and handover have not been fully implemented, infrastructure assets have not been reviewed, management units have not been determined... leading to some headquarters that have not yet had their arrangement plans approved.

On October 24, 2025, the Provincial People's Committee issued an official dispatch on continuing to review and manage the use of public assets when implementing the arrangement, streamlining of the apparatus and implementing the two-level local government model. The Chairman of the Provincial People's Committee requested the provincial departments, branches, provincial-level public service units, political organizations, and People's Committees of communes and wards to thoroughly grasp and fully and seriously implement the provisions of the Law on Management and Use of Public Assets 2017 as amended and supplemented; proactively review and complete documents related to the handover and receipt of public assets between agencies and units according to approved projects and plans, compare with the results of the general inventory of public assets according to the Prime Minister's decision, to avoid omissions and losses of assets when implementing the arrangement of administrative units; proactively propose solutions to handle excess and missing assets.

For assets that must undergo ownership conversion, assets that must re-establish the right to use according to the provisions of law, promptly complete the dossier and submit it to the competent authority for consideration and decision to manage and use according to regulations and complete before November 15, 2025. For working headquarters and public service establishments that have been assigned for management and use, review and compare with the standards and norms prescribed in Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government stipulating standards and norms for the use of working headquarters and public service establishments, through reviewing assets that are assigned in excess of the norms and are not in need of use, prepare an adjustment plan and send it to the Department of Finance for synthesis and submission to the competent authority for decision on adjustment.

For the working headquarters of communes and wards when merging and handing over to communes and wards after establishment to receive and manage, review and arrange for the fields of education, health, and public works in accordance with the direction of the Politburo and the Secretariat. In case it is not possible to arrange for the above fields, propose a solution or transfer to the Provincial Land Fund Development Center for management according to regulations. It is strictly forbidden to leave headquarters unused, degraded, encroached and wasted. For public assets that are being reviewed and have plans submitted to competent authorities for consideration, the agencies, units, communes and wards assigned for management are responsible for management, protection, and maintenance so that the assets are not degraded, encroached, or lost...

Public asset management should be considered as part of administrative reform, not just the arrangement of headquarters and facilities, but also the economical and efficient use of public resources. The arrangement and handling of real estate depends largely on the management capacity of local authorities. In reality, an agency working in many headquarters should only be a temporary solution; in the long term, it is necessary to have a centralized and synchronous investment plan to avoid fragmentation, overlap, and waste in operation and maintenance.

The Provincial People's Committee requested the Ministry of Finance to continue supporting localities in converting and updating data into the National Database on Public Assets for proper management and monitoring. At the same time, it requested localities to review and arrange internal public assets, avoid scattered purchases and strengthen coordination between departments and branches. The goal is to effectively exploit resources, improve the use of public assets, move towards a modern, streamlined administration and better serve the people.

Mr. Le Van Thanh, Head of the Department of Public Asset Price Management, Department of Finance, said: When decentralized and clearly empowered, the commune and ward authorities will be more proactive in handling surplus facilities. The most important thing is to ensure that all implementation steps are in accordance with regulations, but still flexible and timely with local realities. Each facility, arranged and used reasonably, will help save the budget and mobilize resources for socio-economic development.

Under the strong direction of the province and the synchronous coordination between departments, branches and localities, Son La is gradually building a modern, transparent and effective public asset management system, contributing to the effective operation of a streamlined two-level local government to serve the people.
