At 3:00 p.m. on October 17, the 18th Hanoi Party Congress, term 2025-2030, held its closing session with the participation of 550 delegates representing nearly 500,000 party members of the entire city Party Committee.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized: "Before the Congress, before the Party Committee, government, army and people of the Capital, the collective Executive Committee of the 18th City Party Committee promises: Always be united, unified, strongly innovate leadership style, promote democracy, wholeheartedly work for the common interests of the Party and the people; be exemplary, take the lead in building the Hanoi Party Committee and a truly clean and strong political system; direct the organization to thoroughly disseminate and be determined to synchronously, effectively and substantially implement, soon bring the Resolution of the 18th City Party Congress and the Resolution of the 14th National Party Congress into life".

The Congress approved 43 key targets, 3 development breakthroughs (institutions, high-quality human resources, modern and smart infrastructure) and 10 key groups of tasks and solutions; at the same time, concretized 7 tasks directed by General Secretary To Lam at the Congress, emphasizing building a strong and comprehensive Party organization, developing Hanoi into a creative, green, smart, globally connected metropolis.

Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh said that with the spirit of innovation in thinking and working methods, increasing feasibility and efficiency in organizing the implementation of the Resolution, creating high unity in awareness and action of the entire city's political system; the Hanoi Party Committee has led and directed the development of an action program at the same time as the process of developing documents to submit to the Congress.

Chairman of the City People's Committee Tran Sy Thanh affirmed that the Hanoi Party Committee expressed the highest political determination in leading and directing the implementation of the Action Program. The City will strive to mobilize and effectively use all resources, promote the combined strength of the entire political system and the consensus of the people of the Capital, while promoting the responsibility of each level, each sector, each cadre and party member.

The success of the 18th Hanoi Party Congress is the inheritance of the great and outstanding achievements of the 17 terms of the Hanoi Party Congress and the Party Congresses of Ha Dong, Son Tay, Ha Son Binh, and Ha Tay (old).

The special event for the Capital during the 14th term of the Hanoi Party Committee and the 14th term of the Ha Tay Provincial Party Committee was that on May 29, 2008, the 12th National Assembly passed Resolution No. 15/2008/QH12 "On adjusting the administrative boundaries of Hanoi City and some related provinces", effective from August 1, 2008. Accordingly, Hanoi merged the entire natural area and population with Ha Tay Province, merged Me Linh District (former Vinh Phuc Province), and 4 communes of Luong Son District (former Hoa Binh Province).
