At 3 PM on October 17th, the 18th Congress of the Hanoi City Party Committee, for the 2025-2030 term, held its closing session with the participation of 550 delegates representing nearly 500,000 Party members throughout the city's Party organization.

Hanoi Party Secretary Bui Thi Minh Hoai emphasized: "Before the Congress, before the Party Committee, government, military, and people of the Capital, the collective of the 18th Hanoi Party Committee pledges: To always be united, to strongly innovate leadership style, to promote democracy, to wholeheartedly and diligently work for the common good of the Party and the people; to be exemplary and take the lead in building a truly clean and strong Hanoi Party Committee and political system; to direct the thorough and resolute implementation of the resolutions of the 18th Hanoi Party Congress and the 14th National Party Congress, and to bring them into life as soon as possible."

The Congress adopted 43 key targets, 3 development breakthroughs (institutions, high-quality human resources, modern and smart infrastructure) and 10 groups of key tasks and solutions; at the same time, it concretized 7 tasks directed by General Secretary To Lam at the Congress, emphasizing the building of a comprehensively strong Party organization and the development of Hanoi into a creative, green, smart, and globally connected metropolis.

According to Tran Sy Thanh, Deputy Secretary of the City Party Committee and Chairman of the Hanoi People's Committee, with a spirit of innovative thinking and methods, increasing feasibility and effectiveness in the implementation of the Resolution, and creating high unity in awareness and action throughout the city's political system, the Hanoi Party Committee has led and directed the development of an action program simultaneously with the process of drafting documents to be presented to the Congress.

Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the Hanoi City Party Committee expresses the highest political determination in leading and directing the implementation of the Action Program. The city will strive to mobilize and effectively utilize all resources, leverage the combined strength of the entire political system and the consensus of the people of Hanoi, while emphasizing the responsibility of each level, each sector, and each official and Party member.

The success of the 18th Congress of the Hanoi City Party Committee is a continuation of the great and outstanding achievements of the 17 previous terms of the Hanoi City Party Committee Congresses and the Party Congresses of Ha Dong, Son Tay, Ha Son Binh, and Ha Tay (formerly).

A significant event for the capital city during the 14th term of the Hanoi City Party Committee and the 14th term of the Ha Tay Provincial Party Committee was the adoption of Resolution No. 15/2008/QH12 by the 12th National Assembly on May 29, 2008, "On the adjustment of administrative boundaries of Hanoi City and some related provinces," effective from August 1, 2008. Accordingly, Hanoi merged its entire natural area and population with Ha Tay province, and added Me Linh district (formerly Vinh Phuc province) and four communes of Luong Son district (formerly Hoa Binh province).
