According to the report of the Provincial Department of Culture, Sports and Tourism, in 2025, the implementation of community agreements at the grassroots level had a positive impact on all aspects of social life, receiving the people's support and approval; creating positive changes in jointly building the community; people participated in discussions, proactively developing plans for organizing production, establishing agreements to help each other alleviate poverty, promoting national cultural identity, and building neighborly solidarity within the community.

As of November 29, 2025, the province has 1,531 hamlets and neighborhoods, with 1,249 recognized community regulations (including over 900 regulations that will be supplemented or replaced after July 2025). The remaining hamlets and neighborhoods are in the process of issuing their own regulations. Most of these regulations include provisions on security, order, environmental protection, preservation of cultural values; new rural development, family planning, rural landscape development, combined with building cultured families, civilized lifestyles in weddings, funerals, festivals, eradicating superstitious customs, fulfilling civic duties, and complying with current laws.

The regulations at the grassroots level are always developed in accordance with the correct procedures, from drafting and soliciting opinions to approval and amendment. These processes are carried out democratically and transparently, in compliance with the law, and include expert opinions from the People's Council Office and the People's Committee of the commune/ward before being submitted to the People's Committee of the commune/ward for signing and approval. The approved regulations are posted and disseminated through radio broadcasts in hamlets and neighborhoods, and in community meetings, reaching 100% of households and ensuring compliance by over 92% of residents in the area.

The guidance and organization of the implementation of the community regulations have always received the attention and direction of Party committees from the provincial to the grassroots level. Extensive information and propaganda work from the provincial to the grassroots level has contributed to raising awareness and a sense of responsibility among individuals, families, units, and organizations in promoting the development and implementation of community regulations. This has gradually changed the face of social life, especially in rural areas, creating clear positive changes, contributing to ensuring security and order, protecting the environment, and preserving and promoting good customs, traditions, and cultural heritage of the nation in residential communities. The Department of Culture, Sports and Tourism organized training and professional development courses in 2025 for more than 650 delegates from 96 communes and wards to advise on the Movement for National Unity in Building a Culturally Rich and Family Life in the province, with particular attention paid to guiding the content on the process of developing and implementing community regulations.

Through registration, evaluation, recognition, commendation, and awards in the construction of "Cultural Families" and "Cultural Hamlets/Neighborhoods" at the grassroots level, households and individuals have been encouraged to comply with and implement community regulations, especially regarding environmental hygiene and reducing social vices. This has contributed to improving the quality of new rural development, socio- economic development, and maintaining security and order in the locality. The people's cultural and spiritual life has become healthier and richer, and the practice of civilized customs in weddings and funerals has seen positive changes.

The implementation of civilized practices in weddings and funerals has yielded practical results, gradually becoming ingrained in daily life and incorporated into community conventions and regulations within organizations. It has received attention and guidance from Party committees, government agencies, the Fatherland Front, and socio-political organizations. Cadres and Party members have demonstrated a sense of responsibility and exemplary leadership in implementing these regulations. The vast majority of the population agrees, contributing to the reduction and gradual elimination of negative and outdated practices in wedding and funeral ceremonies. Traditional customs and values ​​in weddings and funerals are being preserved and promoted.

In the development of family economies, the establishment of regulations promoting resilience, striving to overcome poverty, achieving legitimate wealth, and fostering mutual support within the community has contributed to gradually reducing the province's poverty rate and effectively implementing social policies. Awareness of gender equality and domestic violence among the people has been raised. Positive cultural traditions continue to be maintained and promoted; outdated customs are gradually being eliminated from social life.

Since the establishment of regulations in hamlets and neighborhoods, the awareness of the majority of the people has been significantly raised, positively impacting social life in the community. This has made an important contribution to promoting grassroots democracy, building cultured families, preserving and promoting the good customs, traditions, and practices of the nation, mobilizing family members, clans, and villagers to unite to eradicate poverty, reduce hunger, develop production, and improve the lives of local people; and encouraging community members to participate in cooperatives and associations to develop production and contribute to the construction of infrastructure and public welfare facilities such as electricity, roads, schools, health stations, and cultural and sports facilities in the locality. Building on the achievements already made, in 2026, Tay Ninh will continue to thoroughly disseminate and implement: Government Decree No. 61/2023/ND-CP dated August 16, 2023, on the implementation of community regulations; and Decision No. 2688/QD-BVHTTDL dated September 14, 2023, of the Ministry of Culture, Sports and Tourism on the issuance of the plan for implementing Decree No. 61/2023/ND-CP. The province will diversify the forms of dissemination and implementation of community regulations through the Tay Ninh Newspaper and Radio and Television system, the websites of the Departments, social media, through the activities of cultural institutions in the communes, visual promotional methods (banners, loudspeakers, billboards), self-governing residential group meetings, and conferences in hamlets and neighborhoods.

Emphasis should be placed on evaluating and approving regulations to ensure quality, adherence to procedures, and compliance with the law; mobilizing the participation of local residents in providing feedback on draft regulations and encouraging the people to effectively implement the regulations in conjunction with the practice of grassroots democracy. The regulations should not be formulaic, contain too many clauses, or repeat provisions already stipulated by state law. The regulations should highlight the unique characteristics and traditions of each locality, and be concise and easy to understand, making them accessible to the people.

Strengthen inspection and supervision of the drafting and implementation of conventions; promptly detect, correct, learn from experience, and strictly handle violations in the drafting and implementation of conventions, especially those conventions that show signs of infringing on or restricting human rights and civil rights.
