The year 2025 is of particular importance in successfully implementing the goals of the 5-year Socio -Economic Development Plan 2021-2025, while at the same time creating the premise for further progress in the future. With the spirit of "Emulation is patriotism, patriotism requires emulation", on behalf of the provincial leaders, I officially launched the emulation movement in 2025 with the following 6 key tasks:

First, focus on implementing key tasks.

All levels, sectors, units and localities need to focus on competing to synchronously and comprehensively implement the assigned tasks, especially the approved key tasks. Leaders must uphold the spirit of responsibility, innovate thinking, act decisively, and assign tasks: clearly identify people, clearly identify tasks, clearly identify resources, clearly identify responsibilities, and clearly identify completion times. In particular, it is necessary to focus highly on streamlining the apparatus and stabilizing operations immediately after the reorganization. At the same time, it is necessary to review and promptly remove bottlenecks and bottlenecks, and perfect mechanisms and policies to create the most favorable conditions for the province's development, associated with practicing thrift and combating waste.

Second, promote competition for rapid and sustainable economic development.

Economic development must be accompanied by economic restructuring and growth model innovation. All levels and sectors need to focus on improving competitiveness, promoting digital economy, green economy, circular economy and e-commerce. These areas not only create new development momentum but also help Bac Giang integrate more deeply, affirming its position among the leading provinces in the country.

Third, improve the effectiveness and efficiency of state management and promote digital transformation.

Administrative reform needs to be implemented more synchronously and drastically, associated with improving the effectiveness and efficiency of state management. Agencies and units need to maintain and improve the rankings of assessment indicators such as: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), Provincial Governance and Public Administration Performance Index (PAPI), Digital Transformation (DTI). Discipline and administrative discipline need to be tightened to ensure transparency and efficiency in management activities.

Fourth, promote comprehensive emulation movements in all cultural and social fields.

Emulation movements in the cultural and social fields need to be widely deployed, focusing on education, health care, and social security policies. It is necessary to continue to effectively implement the movement "Eliminating temporary and dilapidated houses - Warm homes for Bac Giang people" and fundamentally and comprehensively reform education and training. Improve the quality of human resources and health services, focus on job creation and improve people's lives. These are important driving forces to help build a comprehensive and sustainable society.

Fifth, compete to build a strong political system, ensure national defense and security.

Emulation to build a clean and strong political system is an important foundation for the province's development. All levels and sectors need to focus on improving the effectiveness of Party building work, successfully organizing Party congresses at all levels towards the 14th National Party Congress; at the same time, ensuring security, national defense, preventing natural disasters and catastrophes, and maintaining social order and safety. The harmonious combination of socio-economic development with ensuring national defense and security will help Bac Giang province maintain stability and sustainable development.

Sixth, innovate and improve the effectiveness of emulation and reward work.

Emulation and reward work must be carried out publicly and transparently, ensuring that the right people are rewarded for the right work. All levels and sectors need to focus on praising and honoring typical advanced examples, good and creative practices. These typical examples will become a source of inspiration, spreading the spirit of emulation widely, contributing to creating strong development motivation to successfully achieve the set goals.
