On the morning of December 31st, the People's Committee of Bac Giang province held a conference to summarize the emulation and reward work in 2024 and to implement tasks for 2025. Mr. Mai Son, Acting Chairman of the People's Committee of Bac Giang province, launched the emulation movement for 2025. Dear Deputy Secretaries of the Provincial Party Committee;
Ladies and gentlemen of the Conference!
The year 2025 is of particular importance in successfully achieving the goals of the 2021-2025 five-year socio -economic development plan, while also laying the foundation for further progress in the future. With the spirit of "Emulation is patriotism, and patriotism requires emulation," on behalf of the provincial leadership, I officially launch the 2025 emulation movement with the following six key tasks:
First, focus intensely on implementing key and priority tasks.
All levels, sectors, units, and localities need to focus on comprehensively and synchronously implementing the tasks set forth, especially the approved key tasks. Leaders must uphold a high sense of responsibility, innovate thinking, act decisively, and assign tasks clearly: specifying the person, the task, the resources, the responsibility, and the completion time. In particular, high priority should be given to streamlining the organizational structure and stabilizing operations immediately after the restructuring. At the same time, it is necessary to review and promptly address bottlenecks and obstacles, and improve mechanisms and policies to create the most favorable conditions for the province's development, while practicing thrift and combating waste.
Secondly, we must promote emulation in achieving rapid and sustainable economic development.
The emulation in economic development must be linked to restructuring the economy and innovating the growth model. All levels and sectors need to focus on improving competitiveness, promoting the digital economy, green economy, circular economy, and e-commerce. These areas will not only create new impetus for development but also help Bac Giang integrate more deeply and affirm its position among the leading provinces nationwide.
Third, improve the effectiveness and efficiency of state management and accelerate digital transformation.
Administrative reform needs to be implemented more synchronously and decisively, linked to improving the effectiveness and efficiency of state management. Agencies and units need to maintain and improve their rankings in evaluation indicators such as: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR Index), Provincial Public Administration and Governance Effectiveness Index (PAPI), and Digital Transformation Index (DTI). Administrative discipline and order need to be tightened to ensure transparency and efficiency in management activities.
Fourth, promote comprehensive emulation movements in all cultural and social fields.
Emulation movements in the socio-cultural field need to be widely implemented, focusing on education, healthcare, and social security policies. The "Eliminating temporary and dilapidated houses - Providing warm homes for the people of Bac Giang" movement should continue to be effectively implemented, along with fundamental and comprehensive reforms in education and training. Improving the quality of human resources and healthcare services, focusing on job creation and improving people's lives are crucial. These are key drivers for building a comprehensively and sustainably developed society.
Fifth, to compete in building a strong political system and ensuring national defense and security.
The emulation in building a clean and strong political system is a crucial foundation for the province's development. All levels and sectors need to focus on improving the effectiveness of Party building work, successfully organizing Party congresses at all levels leading up to the 14th National Party Congress; while simultaneously ensuring national security and defense, preventing and mitigating natural disasters and maintaining social order and safety. A harmonious combination of socio-economic development with national defense and security will help Bac Giang province maintain stability and achieve sustainable development.
Sixth, innovate and improve the effectiveness of emulation and reward work.
The emulation and reward system needs to be implemented openly and transparently, ensuring that rewards are given to the right people for the right achievements. All levels and sectors should focus on commending and honoring exemplary individuals and innovative, effective approaches. These outstanding role models will become a source of inspiration, spreading the spirit of emulation widely and contributing to strong development momentum to successfully achieve the set goals.
