Timely and seriously deploy measures to respond to storms and floods
At the beginning of the working session, General Secretary and President To Lam witnessed Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presenting a plaque of support worth 20 billion VND mobilized and donated by the Central Committee of the Vietnam Fatherland Front to Tuyen Quang province to overcome the consequences of storm No. 3.

On behalf of the Provincial Party Committee, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council reported to General Secretary, President To Lam and the Working Group on the situation, results of leadership and direction in implementing measures to prevent, combat and overcome the consequences of Storm No. 3 in the province. Accordingly, due to the influence of Storm No. 3, from September 6 to September 11, 2024, the whole province had many heavy rains, some places had very heavy rain, some places up to 248mm... the water level of Lo River, Gam River and Nang River rose high, the water flow was large, the water level of Tuyen Quang Hydropower Reservoir rose rapidly, 8 bottom spillways had to be opened (on September 9 and 10), causing major floods on rivers and streams in the downstream, inundating many residential areas, production areas, causing human casualties and relatively heavy damage to property, traffic works, irrigation works...
Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung reported on the impact of storm No. 3 in Tuyen Quang.
As of September 11, 101 points were isolated by deep flooding and many flooded points caused local traffic jams. In particular, Thac Ba Hydropower Plant (Yen Bai) due to the large amount of water flowing into the reservoir to the safe operating level, the province directed the People's Committee of Yen Son district and 3 communes of My Bang, Nhu Han, Nhu Khe to urgently evacuate 692 households with 2,853 people in areas at high risk of flooding to safe places. In addition, due to the high flood on the Lo River, causing great pressure, at 9:00 p.m. on September 11, a section of the Lo River dike in Quyet Thang commune, Son Duong district broke, about 10m long.

Thanks to good work in grasping the situation, forecasting the impact and influence of the weather situation and with a proactive spirit, building detailed scenarios in specific situations; drastic leadership and direction; timely and serious implementation of measures to respond to storms and floods, the damage caused by Storm No. 3 in the province was limited.
Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, spoke at the meeting.
As of 11:00 a.m. on September 12, natural disasters in the province have killed 3 people; affected 3,546 houses; and displaced 3,989 households. In addition, many schools and government offices in the province were flooded, affecting the operations of agencies and units; over 7,000 hectares of rice and crops were damaged; many traffic routes were eroded, blocked, and damaged. The initial estimate of property damage in the province is over 500 billion VND.

The province proposed that the Working Group, the Government, and the Prime Minister consider supporting about 300 billion VND to support districts and cities to overcome the consequences caused by floods; support about 1,000 kg of Cloramin B for disinfection and decontamination after floods; 3 ambulances for the district medical center; support 10 motorboats; about 1,000 life jackets, 300 waterproof flashlights for the forces directly involved in disaster prevention, search and rescue. The province also proposed that the Central Government have policies and fundamental solutions for planning and investing in the construction of resettlement areas for people living in dangerous areas, areas at risk of insecurity, ensuring long-term stability.

Put people's safety first and foremost
Speaking at the meeting, General Secretary and President To Lam expressed his deepest sympathy and sharing for the damage that the people of Tuyen Quang and the northern provinces are suffering due to the circulation of storm No. 3. He highly appreciated the province for being proactive, grasping the situation, promptly giving instructions and implementing measures to prevent, combat and overcome the consequences of storm No. 3 in accordance with the general direction of the Government's Politburo. He praised the military and police forces for promptly supporting the people during the storms and floods, minimizing the damage caused by natural disasters.
General Secretary and President To Lam witnessed the Central Relief Committee donate 20 billion VND to Tuyen Quang to overcome the consequences of storm No. 3.
He requested the province to continue to deploy all measures and means in searching, rescuing and saving people in areas where people are isolated and affected by natural disasters. Organize visits, encourage and promptly implement policies for families affected by damage. Make efforts to implement measures to ensure the provision, support and delivery of essential necessities and safe shelters to people, resolutely not let people lack food, foodstuffs, safe accommodation; ensure means, logistics and necessary conditions for forces participating in flood and storm prevention and control and search and rescue.

The province mobilizes forces to support people in repairing houses, cleaning the environment, disinfecting, detoxifying, preventing and fighting epidemics, stabilizing life, and soon returning activities to normal. Focus on repairing and quickly restoring the traffic system, power grid system, communication system, schools, hospitals, etc. Continue to organize forces to inspect and review areas and residential areas at high risk of flooding, flash floods, and landslides to promptly warn and proactively evacuate people to safe places; inspect dikes, lakes, dams, etc., especially key and vulnerable locations and works to take timely measures. Along with that, strengthen propaganda measures for people; strengthen security and order, resolutely not let bad guys take advantage of difficult situations to commit illegal activities.
Regarding the province's proposals, the General Secretary and President assigned the Government Party Committee and the Central Committee of the Vietnam Fatherland Front to balance resources to implement support according to the province's proposals.

Previously, General Secretary and President To Lam personally inspected, grasped the situation and encouraged the forces to protect the dike section through Truong Sinh commune (Son Duong). He highly appreciated the armed forces for promptly coordinating and helping the people in reinforcing and protecting the vulnerable dike section at high risk of breaking. He requested the forces to continue reinforcing, ensuring absolute safety for the people's lives and property.
Visiting and encouraging households that had to move out of the danger zone due to the risk of dike breach in Truong Sinh commune, the General Secretary and President hoped that people would make efforts to overcome difficulties and soon stabilize their lives. At the same time, he noted that local authorities need to pay attention to and help people, especially affected households and households that had to move out of the danger zone. By all means, people's safety must be put first and foremost.
