On the occasion of his State visit to Cuba, on the afternoon of September 26th local time, in Havana, General Secretary and President To Lam and his wife, along with the high-ranking Vietnamese delegation, visited and spoke with officials and staff of the Embassy and representatives of the Vietnamese community living, working, and studying in Cuba.

Speaking at the meeting, Vietnamese Ambassador to Cuba Le Quang Long expressed his gratitude to the Party and State for their continued attention to overseas representative offices, especially those in challenging locations like Cuba, thereby boosting the morale of embassy staff and encouraging them to resolutely fulfill the tasks assigned by the Party and State.

Reporting to the General Secretary and President on the situation of the Vietnamese community, Ambassador Le Quang Long stated that although the Vietnamese community living and working in Cuba is not large, they have achieved certain results, which have been recognized by the Cuban Party and State.
Vietnamese businesses have begun investing in Cuba in several sectors, while Vietnamese students in Cuba, mostly on government scholarships, have achieved many outstanding academic accomplishments… The Ambassador believes that after this historic visit by the General Secretary and President, the relationship between the two countries will truly enter a new phase, maintaining the foundation of the special traditional friendship while making investment and cooperation more substantive, helping Cuba overcome difficulties.

Expressing his heartfelt concern for the studies, work, and living conditions of Vietnamese students and officials in Cuba, General Secretary and President To Lam expressed his emotion and joy at visiting Vietnamese representative offices and meeting with representatives of the Vietnamese community and students in Cuba during his state visit to Cuba.
The General Secretary and President highly appreciated the results achieved by the Embassy and representative offices in Cuba in fulfilling the tasks assigned by the Party and State, acknowledging their efforts, solidarity, and dedication to their work, thereby contributing to the development of Cuba and the relationship between the two countries. Recalling the traditional and affectionate relationship between Vietnam and Cuba over the past nearly 65 years, the General Secretary and President pointed out that the special Vietnam-Cuba relationship is built on the historical foundation of the two nations' tenacious and indomitable struggle for independence, freedom, sovereignty, and self-determination, meticulously nurtured by President Ho Chi Minh, Leader Fidel Castro, and successive generations of leaders, overcoming the vicissitudes and ups and downs of history over the past 60 years.
The General Secretary and President emphasized that we have a responsibility to our friend Cuba, to the general progressive movement of the whole world, and that this is precisely what our beloved President Ho Chi Minh always hoped for.

The General Secretary and President affirmed that over the years, the traditional solidarity, support, and comprehensive cooperation between Vietnam and Cuba have been continuously strengthened and developed in many fields. Leaders of the two Parties and two countries have repeatedly emphasized that the relationship between the two countries is "exemplary between two socialist countries" and "a symbol of the times." Economic, trade, investment, and agricultural cooperation between the two countries has been actively promoted.
The General Secretary and President emphasized that this visit to Cuba aims to reaffirm once again that the Party, State, and people of Vietnam highly value the traditional solidarity and special friendship between the two Parties, two countries, and two peoples, and wish to strongly develop and elevate the Vietnam-Cuba relationship in the new era.
The visit also demonstrates the unwavering solidarity and loyalty of the Party, State, and people of Vietnam towards the fraternal Party, State, and people of Cuba, the respect and close friendship we have for Cuba, and our readiness to accompany, cooperate, and develop together with Cuba to continuously consolidate and strengthen the traditional solidarity and special friendship between the two Parties, two States, and two peoples.

In informing the public about the domestic situation, the General Secretary and President stated that the country is at a pivotal stage in achieving the goals set forth in the Resolution of the 13th National Congress of the Party, preparing for the 14th National Congress to be held in the first quarter of 2026. The Party is conducting a comprehensive review, both theoretically and practically, of 40 years of reform, thereby formulating a theory of reform, which is also the theory of the path to socialism in Vietnam. This will serve as the basis for formulating major policies and orientations for the country's new strategic development phase in the coming period.
The General Secretary and President expressed his joy and hope that Vietnamese people, wherever they live, will always uphold their national traditions, the spirit of great solidarity, Vietnamese resilience and wisdom, cooperate and work together, help each other in life, further strengthen the special friendship between the people of Vietnam and Cuba, and contribute to enhancing bilateral relations.
The General Secretary and President also requested the Ambassador and the entire staff of the Embassy and other Vietnamese representative offices in Cuba to uphold the spirit of solidarity, fulfill the tasks assigned by the Party and State, truly act as a bridge to promote bilateral relations and cooperation, continue to implement the agreements and commitments reached during the visit, and bring the relationship between the two countries to a truly new stage.
