On May 12th, in Minsk, General Secretary To Lam held meetings with Belarusian Prime Minister Aleksandr Turchin, Chairperson of the Council of the Republic (Upper House) Natalya Kochanova, Chairperson of the House of Representatives (Lower House) Igor Sergeyenko, and leaders of the Communist Party and the White Russian Party.
Belarusian Prime Minister Aleksandr Turchin highly appreciated the significance of the visit for the trusted political relationship between the two countries, and for opening a new chapter in the history of bilateral cooperation with the upgrading to a Strategic Partnership.

General Secretary To Lam emphasized that Vietnam always values its traditional friendship with Belarus, considering Belarus one of its important partners in the region. Vietnam will never forget the sincere assistance of Belarus.
The General Secretary expressed his pleasure at signing the Joint Declaration on the establishment of a Strategic Partnership with President A. Lukashenko of Belarus. This is a historic milestone, creating a strong impetus to move the relations between the two countries into a new phase of development; opening up many opportunities for businesses of both countries to invest, expand markets, and enhance competitiveness in the context of a changing global economy.
General Secretary To Lam emphasized Vietnam's determination to accelerate digital transformation, apply science and technology and innovation; develop a green economy and a circular economy; and implement strategic infrastructure projects such as expressways and high-speed railways, creating momentum for rapid and sustainable development of the country.
General Secretary To Lam and Prime Minister Alexander Turchin agreed that the relationship between the two countries is facing new opportunities and that it is necessary to strongly promote the traditional foundation to expand substantive and effective cooperation.
The two leaders agreed to promote economic and trade relations commensurate with the Strategic Partnership, strengthen industrial cooperation, including automobile and tractor manufacturing; cooperation in science and technology, education and training, culture, tourism, and people-to-people exchanges; and enhance exchanges among young generations to preserve and continue the tradition of friendship and cooperation.
Expressing strong agreement with the cooperation proposals put forward by General Secretary To Lam, the Prime Minister of Belarus agreed to strengthen cooperation in key areas such as agriculture, science and technology, transportation, and especially the development of a multimodal freight transport system...
Meanwhile, the leaders of the Belarusian Parliament congratulated General Secretary To Lam on being awarded the Order of Friendship by President A. Lukashenko, expressing Belarus's recognition of the General Secretary's great contributions to the relations between the two countries.
Belarusian parliamentary leaders assessed General Secretary To Lam's visit as a historic one, noting that many agreements signed during the visit represent a new future for bilateral relations.

General Secretary To Lam and leaders of the Belarusian Parliament agreed to bring bilateral relations into a new phase in a new era of development with concrete measures.
In the spirit of the Strategic Partnership, the leaders agreed to strengthen exchanges of delegations and contacts at all levels, increase import and export turnover, science and technology, education and training, culture, and tourism, with consideration of opening direct flights soon, promoting people-to-people exchanges, and further strengthening cooperation between localities.
Both sides agreed to strengthen monitoring of signed documents, especially the Free Trade Agreement between Vietnam and the Eurasian Economic Union; enhance the exchange of information and experience in Party work, legislative work, and parliamentary activities; strengthen exchanges between specialized committees, between friendship parliamentary groups and young parliamentarians; and support each other at multilateral political party forums and inter-parliamentary forums such as the Inter-Parliamentary Union (IPU) and the ASEAN Inter-Parliamentary Assembly (AIPA)...

After hearing a presentation about the factory, the General Secretary assessed that many of the machines produced by the MTZ factory are suitable for Vietnam's conditions and ideal for use in small and medium-sized industrial facilities. These vehicles and machines can be used in agriculture, construction, and many other fields. Vietnam could cooperate in the production of parts such as engines and tires for export to various markets.
The General Secretary expressed his hope for active and expanding cooperation between the MTZ plant and Vietnamese partners, contributing to the economic development of each country. If the cooperation is successful, it could become a symbol of Vietnam-Belarus relations.

On the evening of May 12th, General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, departed from Minsk airport to return home, successfully concluding their visit to Belarus.
