The conference was chaired by Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Secretary, Chairman of the General Confederation of Labor.
At the conference, the Presidium reviewed the report on the results of trade union activities in 2025 and the trade union work program in 2026. Delegates gave their opinions on the report on the Work Program of the Presidium in 2026, the report summarizing 5 years of implementing Resolution No. 07/NQ-TLĐ dated January 15, 2020 of the Executive Committee of the 12th General Confederation of Labor on innovation in emulation and reward work among workers, civil servants, laborers and in trade union activities.

The conference also listened to and discussed contents related to the plan to commend outstanding grassroots union presidents in dialogue and collective bargaining; reports on inspection and supervision work of trade union levels in 2025 and key tasks in 2026. One of the focused contents was the report on the results of union member development, establishment of grassroots unions in 2025 and the plan to implement this work in 2026.
According to Mr. Nguyen Dinh Khang, 2025 is the time for trade unions at all levels to focus on concretizing the theme of "Focusing on developing union members; participating in building a clean and strong Party". Along with that is the task of arranging the organization and apparatus in a streamlined, effective and efficient direction; preparing for trade union congresses at all levels towards the 14th Congress of the Vietnam Trade Union, scheduled to take place in the second quarter of 2026.
The President of the General Confederation requested the members of the Presidium to continue to contribute ideas to complete the 2025 report and the 2026 work program, especially solutions to ensure effective implementation right from the first year of implementing the Resolution of the 14th Congress of the Vietnam Trade Union, creating a foundation for the 2026 - 2031 term. Mr. Nguyen Dinh Khang affirmed that developing union members is an important and regular task that requires high political determination to complete, and at the same time noted that the members of the Presidium need to clearly reflect the difficulties and obstacles in the work of developing union members, thereby proposing more specific and drastic solutions to achieve the set goals.
