Recently, the Ho Chi Minh City Department of Education and Training issued a plan to introduce English to preschool children in accordance with Circular No. 50, based on a technology-based approach and integrating English into preschools in Ho Chi Minh City, for the period 2025-2028.
The purpose of the plan is to develop an English language familiarization program for preschool children; to improve the quality of teaching and learning, guiding children from familiarization to the ability to communicate in English in schools with sufficient resources. This is the foundation for international integration, as well as gradually making English a second language in schools.
To achieve this, the department has proposed solutions based on a technology-based approach; materials, through activities that introduce children to mathematics and the world around them; integrated learning materials; and the needs of parents.
Accordingly, the Ho Chi Minh City Department of Education and Training will pilot the program in preschools that meet national standards, schools implementing high-quality, advanced, and regionally and internationally integrated educational content; and schools adjacent to primary schools currently implementing integrated programs.
The implementation roadmap, specifically for the 2025-2026 school year, involves selecting eligible preschools to pilot the program. The pilot model will be expanded in the 2026-2027 school year.
Speaking to Tuoi Tre Online on December 10th, Ms. Luong Thi Hong Diep, Head of the Preschool Education Department of the Ho Chi Minh City Department of Education and Training, said that children have long been exposed to English language familiarization programs for preschoolers, but this plan aims to develop a more specific program.
"In other words, instead of having children learn English on Mondays and Wednesdays, we can now leverage technology to incorporate English into their daily routines, increasing its use to include Tuesdays, Thursdays, and Fridays as well."
"Leveraging technology is also a solution for developing English programs in preschools far from the city center, where foreign teachers cannot come to school; technology can be adapted and utilized," Ms. Diep further explained.
