HCMC: School program revenues cannot increase by more than 15%

GD&TĐ - According to a representative of the Department of Education and Training of Ho Chi Minh City, all revenues from organizing school programs must follow the principle of increasing prices by no more than 15%.

Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, noted that educational institutions in the city must publicize and be transparent about their revenues, avoiding ambiguity in order to increase the costs of subjects according to the school's curriculum.

According to regulations, this school year's fees are only allowed to increase by a maximum of 15% compared to the previous school year. Therefore, schools and educational institutions must base on the actual teaching process to collect fees in accordance with regulations.

Mr. Minh emphasized that only content directly related to students' learning and students actually benefit from will be collected. Absolutely do not socialize digital transformation revenues if they only serve school administration.

Regarding revenues from organizing digital civic education activities, the 2025-2026 school year includes the following contents: costs for organizing digital civic education activities; organizing digital competency education activities, artificial intelligence (AI), and applying digital classroom solutions with artificial intelligence.

Mr. Minh also noted that educational institutions need to collect "digital citizen" fees according to the principle: total revenues do not exceed 110,000 VND/month and the increase compared to the previous year must not exceed 15%.

However, this maximum increase of 15% only applies to the fees that the school has collected from the previous school year.

Not only the "digital citizen" fee, but all fees according to the school program must comply with the principle of price increase not exceeding 15%.

In the 2025-2026 school year, schools are allowed to collect 10 school program fees, including:

1. Organizing IT teaching (Funds for organizing elective IT classes; Funds for organizing classes according to the project to improve IT application capacity, knowledge, and skills for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030).

2. Organizing foreign language teaching (Fee for organizing enhanced foreign language teaching - primary, secondary, high school; Fee for organizing foreign language learning with foreigners - preschool, primary, secondary, high school); Fee for organizing foreign language learning using supplementary software; Fee for organizing foreign language learning programs through math and science ; Fee for organizing classes according to the project "Teaching and learning math, science and English integrating English and Vietnamese programs"; Fee for organizing foreign language education activities according to output standards of international certificates.

3. Organize educational activities to familiarize preschool children with English.

4. Organizing digital citizenship education activities (Preparation for organizing digital citizenship education activities; Preparation for organizing digital competency education activities, artificial intelligence (AI), applying digital classroom solutions with artificial intelligence (AI).

5. Organize classes for gifted students, arts, elective physical education, clubs, and swimming lessons.

6. Organize life skills training.

7. STEM education organization (Pre-STEM education organization; Pre-STEM education organization bilingual English - Vietnamese).

8. Organize high-quality, advanced educational content that integrates regionally and internationally.

9. Implement investment stimulus program.

10. Caregiver services.
