Avoid "old wine in new bottles" when renaming provincial and district courts

On March 26, in the program of the 5th Conference of full-time National Assembly deputies of the 15th tenure, delegates discussed the drafts of the Law on the Capital (amended), the Law on Organization of People's Courts (amended), the Law on Archives (amended), and the Law on Roads.

Commenting on the draft Law on Organization of People's Courts (amended), delegate Nguyen Thi Viet Nga, member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Hai Duong province pointed out a number of shortcomings in the draft, and proposed not to change the names of the People's Courts at the provincial and district levels.

Delegate Nguyen Thi Viet Nga said that although the names of provincial and district courts are associated with local administrative units, the court's operations are still independent from the local government apparatus and under the management of the Supreme People's Court. The work of mobilizing, appointing, and rotating officials is carried out vertically without being controlled by local authorities. This system is operating stably, effectively, and uniformly.

Regarding the plan to change the name of the current provincial and district People's Courts to the appellate court and the court of first instance, delegate Nguyen Thi Viet Nga assessed that the organization and structure of the court would remain unchanged.

"To avoid the situation of "old wine in new bottles", limit the costs incurred due to name changes, and agree with a number of other relevant agencies, I think this change is unnecessary. The innovation does not create a difference in the trial work", delegate Nguyen Thi Viet Nga affirmed.

At the conference, delegate Nguyen Ngoc Son, Standing Member of the National Assembly's Committee on Science, Technology and Environment, and delegate Nguyen Thi Viet Nga also contributed many opinions to the draft Law on Roads and the Law on the Capital (amended).
