Cyber fraud in all forms and tricks has caused many people to suffer. To help people transact safely through the banking system, the banking industry has launched the movement "Bank employees contribute to preventing and fighting crime". Sir, currently, there are many cases of money transfer fraud on the internet. How is it happening in Binh Thuan?

Mr. Phan Thanh En: Recently, in Binh Thuan province in particular and the whole country in general, there have been many cases of fraud and appropriation of assets on cyberspace in the banking sector, with increasingly sophisticated and organized tricks, causing confusion and damage to customers, and reducing the reputation of banks.

In April and May 2024 alone, in the province, there were many consecutive cases of fraud and property appropriation in the form of impersonating authorities (police, prosecutors, courts, etc.) to trick victims into transferring money to bank accounts and then appropriating it. Typically, on April 9, 2024, customer born in 1956 in Tan Lap commune, Ham Thuan Nam district was tricked into transferring 1.8 billion VND, which was promptly detected by Agribank Ham My branch and coordinated with Ham My commune police to prevent. On April 12, 2024, customer born in 1954 in Ham Kiem commune, Ham Thuan Nam district was tricked into transferring 450 million VND, which was promptly detected by BIDV Binh Thuan branch and coordinated with PA05-Provincial police to prevent. On May 3, 2024, a customer born in 1958 in Ma Lam town, Ham Thuan Bac district was scammed by a subject to transfer 3.2 billion VND, which was promptly discovered by Agribank Ham Thuan Bac branch, coordinated with Ma Lam town police to prevent... From the above cases, it can be seen that the situation of property fraud crimes is very complicated and tends to increase. Through this, it shows that the spirit of vigilance, sense of responsibility and role of banks in promptly detecting and preventing victims from transferring money to scammers is one of the important factors, contributing to effectively preventing and stopping property fraud crimes.

From a management perspective, what recommendations does the banking industry have to help people avoid being scammed?

Mr. Phan Thanh En: To prevent and protect yourself from the above forms of fraud, people need to stay calm and not be fooled by psychological pressure and threats. Verify the identity and information of the caller by calling back the official phone number of that agency or contacting the agency directly through official channels. Do not provide personal information or money via phone, email or other media. If you receive a threatening call or suspect signs of fraud, immediately notify the local police for support and advice. It should be noted that state management agencies will not suddenly ask people to transfer money or provide sensitive information over the phone without prior written notice.

In order to effectively implement the movement of the whole people to protect the national security, the State Bank of Vietnam, Binh Thuan branch, has launched the movement "Bank employees contribute to preventing and fighting crime", as well as to support customers in identifying, detecting and preventing criminal acts, fraud, leading to loss of customers' money, the State Bank of Vietnam, Binh Thuan branch has requested credit institutions in the area to regularly organize training and update knowledge on preventing and fighting crimes in payment, crimes using high technology to commit online fraud... for officers and employees to have timely preventive measures, in order to protect the rights and legitimate interests of both customers and banks. Thereby, thoroughly informing all officers and employees in the process of direct transactions with customers, if detecting suspicious transactions, it is necessary to immediately investigate and explain to customers about the methods and tricks of the criminals so that customers understand and immediately stop the transactions, if necessary, coordinate with the police and other agencies to resolve.

In addition, it is necessary to promote information, communication, and warning customers about methods and tricks of fraud and cheating by criminals to recognize and prevent; instruct customers on ensuring security and safety when transacting in the electronic environment; publicly post to customers about forms of fraud and appropriation of assets through many channels such as email, text messages, notification sections in Smart Banking applications, bank websites, short clips instructing customers on how to conduct safe online transactions... Advise customers on what to do and what not to do, proactively protect personal information during service use to avoid falling into the trap of scammers; coordinate with functional forces, police, provide hotlines or email addresses to promptly support customers.

In addition, banks, especially the staff who often approach transactions with customers, need to support customers in detecting, identifying, and promptly preventing fraudulent behavior, unusual behavior, and loss of control of customers leading to loss of money. There is a policy of timely commendation, encouragement, and reward for collectives and bank staff with achievements in preventing, detecting, and promptly preventing online fraud in the banking sector...
