Submit to the National Assembly a draft Resolution on piloting a number of specific mechanisms and policies for the development of Da Nang City.

(Chinhphu.vn) - The Government issued Resolution No. 74/NQ-CP dated May 21, 2024 on the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Submit to the National Assembly a draft Resolution on piloting a number of specific mechanisms and policies for the development of Da Nang City.

Resolution 74/NQ-CP clearly states: Approving the content of accepting and explaining the conclusions of the National Assembly Standing Committee (at the 33rd Session, May 14, 2024) on the draft Resolution amending and supplementing Resolution No. 119/2020/QH14 dated June 19, 2020 of the National Assembly on piloting the organization of the urban government model and a number of specific mechanisms and policies for the development of Da Nang city; the draft Report of the Government submitted to the National Assembly on the draft Resolution and the content of the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

The Government requests the Ministry of Planning and Investment to take full responsibility for the content of the dossier submitted to the Government on the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

The Minister of Planning and Investment, authorized by the Prime Minister, on behalf of the Government signed the Government's Submission on the draft Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, to be submitted to the National Assembly for consideration and decision at the 7th Session of the 15th National Assembly.

* After 3 years of implementing Resolution No. 119/2020/QH14 of the National Assembly, Da Nang city has achieved some outstanding results in terms of effectiveness and efficiency of the state administrative apparatus and promoting the mechanism of decentralization and delegation of authority from the city government to the district and ward governments. However, the city still faces some difficulties and problems in terms of organizational structure and financial mechanism of the People's Committees of districts and wards; in terms of interconnection of cadres and civil servants of wards; in terms of authority of the People's Councils of districts and wards. Resolution No. 119/2020/QH14 is mainly focusing on piloting the urban government model, lacking specific mechanisms and policies that are outstanding, breakthrough, motivating and pervasive.

The purpose of drafting the Resolution is to develop specific and outstanding mechanisms and policies to promote the superiority, overcome difficulties, obstacles and inadequacies of the urban government model in Resolution No. 119/2020/QH14 and create a legal basis to promote potential, advantages, create breakthroughs, resolve bottlenecks and bottlenecks in socio-economic development of the City, contributing to the construction and development of Da Nang city as the goals set out in the above Resolutions of the Politburo and the National Assembly.
