Promoting the morality and tradition of “When drinking water, remember its source”, the Party Committee, government and people of Vinh Phuc province have implemented many practical programs and activities to care for families of policy beneficiaries and people with meritorious services to the revolution. Thereby, expressing deep gratitude to generations of fathers and brothers who sacrificed their blood for the independence and freedom of the Fatherland and for the happiness of the people.
In the struggle for national liberation and unification, Vinh Phuc has sent tens of thousands of outstanding people to fight and serve in combat on all fronts, contributing human and material resources together with the army and people of the whole country to create great victories, firmly protecting the independence and freedom of the nation.
Among them, there were those who fell, heroically sacrificed, there were those who left part of their blood and bones on the battlefield, carrying injuries throughout their lives.
Although knowing that nothing can compensate for those sacrifices and losses, the Party committees, authorities and people in the province always remember and show gratitude with all their hearts and responsibilities.
The Provincial Party Committee, People's Council and People's Committee have directed all levels, sectors and localities to deploy and fully and promptly implement the Party and State's policies on preferential treatment for war veterans and their relatives; identifying that caring for and implementing preferential treatment policies for war veterans with the revolution is a regular and long-term duty and task of the entire political system and society.
Along with the regulations of the Central Government, the province has developed and issued many specific support mechanisms and policies, contributing to improving the lives of the elderly such as supporting health recovery care; supporting the repair and construction of new houses; prioritizing land allocation for production, vocational training, and job creation for workers who are policy beneficiaries, elderly people, and relatives of elderly people who have served the revolution; promoting the search and collection of martyrs' remains...
In 2024, the province issued 3 resolutions to improve the material and spiritual life and support nursing care for NCC. The Department of Home Affairs is developing and completing a proposal to the Provincial People's Committee to submit to the Provincial People's Council a Resolution regulating special policies for giving gifts to NCC to revolutionaries, party members with 50 years of Party membership or more, some social assistance beneficiaries and some units on the occasion of national holidays and Tet.
The system of preferential policies for NCC has been gradually improved, covering all NCC subjects with the revolution, demonstrating the province's special attention to the work of "Repaying gratitude", ensuring that NCC and their relatives have a living standard from average to above in the community.
The province currently has nearly 128,000 revolutionary veterans, of whom more than 17,000 are receiving monthly preferential allowances. On holidays, Tet, and War Invalids and Martyrs Day (July 27) every year, along with gifts from the Central Government, the province allocates tens of billions of dong from its budget to visit, encourage and give gifts to families of policy beneficiaries and revolutionary veterans.
On the occasion of the Lunar New Year 2025, the province organized visits and presented gifts to more than 28,300 NCCs and relatives of NCCs who served the revolution with a total cost of 25 billion VND. The leaders of the Provincial Party Committee, People's Council, and People's Committee organized delegations to visit, encourage and present gifts to 18 families of exemplary NCCs and relatives of NCCs with a total amount of 45 million VND.
In addition, all levels, sectors and localities in the province have stepped up propaganda, mobilized social resources, and encouraged cadres, party members and people of all walks of life to actively respond to the movement of "Repaying gratitude" through many practical activities such as receiving lifelong care for Vietnamese Heroic Mothers; organizing delegations to offer incense and visit martyrs' cemeteries; cleaning, decorating and taking care of graves at martyrs' cemeteries; providing free medical examinations and medicine to Vietnamese Heroic Mothers and revolutionary veterans; regularly visiting and encouraging heroic mothers and their relatives...
In particular, from 2013 to present, the province has supported the repair and construction of more than 3,100 houses for policy families and beneficiaries with a total cost of more than 86 billion VND. Thereby helping policy families and beneficiaries stabilize their lives, creating motivation to develop the economy and increase income.
The settlement of regimes and policies for NCC and relatives of NCC is deployed and implemented promptly, in accordance with the provisions of law. The work of collecting and organizing ceremonies to receive and bury the remains of martyrs at their hometown cemeteries is focused on by all levels, sectors and localities. The work of managing, renovating and embellishing works honoring martyrs and martyrs' graves is regularly deployed.
With the attention and care of all levels, sectors and the entire population, up to now, 100% of NCC households in the province have a standard of living equal to or higher than the average standard of living of the residential community, there are no policy households classified as poor households; 100% of living Vietnamese Heroic Mothers are supported and cared for by agencies, units, organizations and enterprises for life.
To effectively carry out the work of gratitude and appreciation to policy families and NCC, in the coming time, the province will continue to strengthen the leadership and direction of Party committees and authorities at all levels for NCC work; promote propaganda, raise awareness and responsibility of all people, mobilize resources among the people and the participation of unions and social organizations in the work of "Repaying gratitude"; strengthen inspection, examination, and strictly handle violations in the implementation of policies and preferential regimes for NCC...
