Upholding the national tradition of "drinking water, remembering the source," the Party Committee, government, and people of Vinh Phuc province have implemented many practical programs and activities to care for families of policy beneficiaries and those who have rendered meritorious services to the revolution. This demonstrates deep gratitude and appreciation to the generations of ancestors who sacrificed their lives and blood for the independence and freedom of the Fatherland and the happiness of the people.
Throughout the struggle for national liberation and reunification, Vinh Phuc has sent tens of thousands of its outstanding sons and daughters to fight and serve on all fronts, contributing their manpower and resources alongside the army and people of the whole country to achieve great victories and firmly protect the independence and freedom of the nation.
Among them, there are those who fell, bravely sacrificing their lives, and those who left a part of their bodies on the battlefield, bearing injuries that will last a lifetime.
Although nothing can ever fully compensate for those sacrifices and losses, the Party committees, government, and people of the province will always remember and express their gratitude with all their hearts and a sense of responsibility.
The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have directed all levels, sectors, and localities to fully and promptly implement the Party and State's guidelines and policies on preferential treatment for people with meritorious contributions to the revolution and their relatives; identifying the care and implementation of preferential policies for people with meritorious contributions to the revolution as a regular and long-term duty and task of the entire political system and society.
Along with central government regulations, the province has developed and promulgated many specific support mechanisms and policies, contributing to improving the lives of war invalids and martyrs, such as support for health rehabilitation; support for repairing and building new houses; prioritizing land allocation for production, vocational training, and job creation for laborers who are beneficiaries of social policies, war invalids and martyrs, and their relatives; and promoting the search for and collection of the remains of martyrs…
In 2024, the province issued three resolutions aimed at improving the material and spiritual lives and supporting the rehabilitation of war invalids and martyrs. The Department of Internal Affairs is currently developing and finalizing a proposal to the Provincial People's Committee to submit to the Provincial People's Council a Resolution stipulating special policies for giving gifts to war invalids and martyrs, Party members with 50 years or more of Party membership, certain social assistance beneficiaries, and certain units on the occasion of national holidays and Tet (Lunar New Year).
The system of preferential policies for people who contributed to the revolution has been gradually perfected, covering all those who contributed to the revolution, demonstrating the province's special attention to the "Gratitude and Repayment" work, ensuring that people who contributed to the revolution and their relatives have a living standard from average to above average in the community.
The province currently has nearly 128,000 people who contributed to the revolution, of which more than 17,000 are receiving monthly preferential allowances. On holidays, Tet (Lunar New Year), and the War Invalids and Martyrs Day on July 27th every year, along with gifts from the central government, the province allocates tens of billions of VND from its budget to visit, encourage, and give gifts to policy beneficiary families and people who contributed to the revolution.
During the Lunar New Year of the Year of the Snake 2025, the province organized visits and presented gifts to over 28,300 people who rendered meritorious services to the revolution and their relatives, with a total budget of 25 billion VND. Leaders of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee organized delegations to visit, encourage, and present gifts to 18 exemplary families of people who rendered meritorious services and their relatives, with a total amount of 45 million VND.
In addition, provincial authorities and local governments are stepping up propaganda efforts, mobilizing social resources, and encouraging officials, Party members, and all segments of the population to actively participate in the "Gratitude and Repayment" movement through many practical activities such as providing lifelong care for Heroic Vietnamese Mothers; organizing delegations to offer incense and visit martyrs' cemeteries; cleaning, tidying, and maintaining graves at martyrs' cemeteries; providing free medical examinations and medicine to Heroic Vietnamese Mothers and those who contributed to the revolution; and regularly visiting and encouraging those who contributed to the revolution and their families.
In particular, from 2013 to the present, the province has supported the repair and construction of more than 3,100 houses for policy beneficiary families and people with meritorious services, with a total budget of over 86 billion VND. This has helped policy beneficiary families and people with meritorious services stabilize their lives, creating motivation to develop economically and increase their income.
The handling of benefits and policies for war invalids and their families has been implemented promptly and in accordance with the law. The work of collecting and organizing ceremonies for receiving and burying the remains of martyrs in their hometown cemeteries has been given priority by all levels, sectors, and localities. The management, repair, and restoration of memorials and graves dedicated to martyrs have been carried out regularly.
Thanks to the attention and care of all levels of government, sectors, and the entire population, to date, 100% of families of war invalids and martyrs in the province have a living standard equal to or higher than the average living standard of the community where they reside, and there are no policy beneficiary families classified as poor; 100% of surviving Vietnamese Heroic Mothers are being cared for and supported for life by agencies, units, organizations, and businesses.
To effectively carry out the work of showing gratitude and appreciation to policy beneficiary families and war invalids, in the coming time, the province will continue to strengthen the leadership and guidance of Party committees and authorities at all levels on the work related to war invalids; promote propaganda, raise awareness and responsibility of the entire population, mobilize resources from the people and the participation of mass organizations and social organizations in the work of "showing gratitude and appreciation"; strengthen inspection, supervision, and strictly handle violations in the implementation of policies and preferential regimes for war invalids...
