
Accordingly, in order to promptly remove obstacles in the process of inspection and issuance of technical safety certificates for fishing vessels, and complete the issuance of fishing licenses according to the direction of the Prime Minister at the 18th meeting on October 21, 2025 of the National Steering Committee on combating illegal, unreported and unregulated (IUU) fishing, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the People's Committees of communes, wards, special zones and relevant Departments, branches and units to carry out the management of fishing vessels (building, converting, renting, purchasing fishing vessels) according to the provisions of the 2017 Fisheries Law and guiding Decrees and Circulars, ensuring the completion of the issuance of fishing licenses before October 28, 2025.

At the same time, the Chairman of the Ho Chi Minh City People's Committee requested the Department of Agriculture and Environment to preside over and coordinate with the Department of Justice to urgently advise and submit to the Ho Chi Minh City People's Committee to issue a Decision to abolish Decision No. 25/2019/QD-UBND dated September 12, 2019 of the People's Committee of Ba Ria - Vung Tau province (old). The completion time is before October 28, 2025.
The Chairman of the Ho Chi Minh City People's Committee requested the City Police to direct inspection facilities to speed up the inspection and registration of fishing vessels that have not been inspected and issued technical safety certificates, to serve as a basis for completing the issuance of fishing licenses within the above deadline.
It is known that Decision No. 25/2019/QD-UBND dated September 12, 2019 of the People's Committee of Ba Ria - Vung Tau province (old) promulgates regulations on specific criteria; procedures for reviewing applications for approval documents for building, converting, renting, and purchasing fishing vessels at sea; regulations on building, converting, renting, and purchasing fishing vessels operating inland in Ba Ria - Vung Tau province.
According to the recommendations of coastal localities in Ho Chi Minh City, many fishing boats have changed engines or swapped engines due to the above regulations, so they cannot register, inspect, or get licensed according to regulations.
