Mr. Cao Van Dinh was born in 1966, hometown Trung Hoa commune, Minh Hoa district, Quang Binh province; Political theory level: Advanced; Educational level: Doctor of History - Bachelor of Party Building and State Administration.

During his work, Mr. Cao Van Dinh was evaluated as a capable leader, good leader, and actively contributed to the province's propaganda work.

In the near future, the Standing Committee of Quang Binh Provincial Party Committee will merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

Up to now, Quang Binh province has recorded 13 cases of people holding key leadership positions of the province and district under the management of the Standing Committee of the Quang Binh Provincial Party Committee wishing to retire early. Of these, 6 are heads, 4 are deputies of provincial departments, branches and sectors; 3 are members of the Standing Committee at the district level.
