Many new regulations regarding the determination of enrollment quotas for university and college-level early childhood education programs have been included in the draft by the Ministry of Education and Training to replace the 2022 circular.


The Ministry of Education and Training has just released a draft circular on regulations for determining enrollment quotas for higher education and preschool education, for public comment.

This Circular will replace Circular 38 of 2022 regulating the determination of enrollment quotas for undergraduate, master's, and doctoral programs, as well as enrollment quotas for college-level early childhood education programs.

In the draft, the content has undergone many changes compared to Circular 38 to align with the planning orientation of the network of higher education and teacher training institutions and to conform with the circular stipulating standards for higher education institutions issued in January 2024.

The actual number of students admitted must not exceed 20% of the announced enrollment quota.

Specifically, enrollment quotas are determined and implemented annually, for each major, group of majors, level, and form of training at the main campus and each branch campus, ensuring they are consistent with the training institution's capacity, the needs of the labor market, and the socio-economic development requirements of the country and each region and locality.

Cases requiring the determination of enrollment quotas by major include: majors in the teacher training group; Vietnamese language, literature and culture; foreign language, literature and culture; and master's and doctoral degree programs.

Enrollment targets are determined and implemented to ensure that the training scale at the end of the enrollment year (projected and actual) meets the following criteria: firstly, the ratio of the floor area of ​​buildings used for training to the total number of full-time students at the main campus and each branch campus is not less than 2.8 .

Secondly, the ratio of equivalent students to full-time faculty members for each group of disciplines and each discipline (in cases where enrollment quotas must be determined by discipline) of the training institution shall not exceed 40.

Thirdly, the teaching staff and support personnel, facilities, technology, and learning materials meet the regulations of the training program standards applicable to the respective ngành (field of study), nhóm ngành (group of fields of study), and level of training.

Training institutions shall conduct admissions in accordance with the published quotas, ensuring that the actual number of students admitted to each major, group of majors, level, and form of training does not exceed 20% of the published quota.

Universities are not allowed to increase enrollment quotas in two cases.

This draft stipulates that the enrollment quota for a major, group of majors at the undergraduate level, or specialized major at level 7 at the main campus and branches shall not be increased compared to the quota and actual enrollment of the immediately preceding year if the dropout rate in the first year is higher than 15% or the employment rate of graduates is lower than 70%.

The 2022 circular does not specify a dropout rate, but only stipulates that enrollment quotas will not be increased if the percentage of graduates employed within 12 months of graduation in that field falls below 80%, or if the enrollment target achievement rate for that field in the year immediately preceding the current enrollment year falls below 80% (except for undergraduate programs with accredited quality standards).

For international joint training programs and articulation programs at the university and college levels in early childhood education, the enrollment quotas are included within the training quotas of each respective major, group of majors, level, and form of training.

The enrollment quota for transfer programs at the university level through separate methods for each major, group of majors, and training format shall not exceed 20% of the total enrollment quota for the corresponding major, group of majors, and training format.

A training program opened after the Law amending and supplementing certain articles of the Law on Higher Education of 2018 came into effect, if after the first cohort has graduated for two years the training program has not yet been accredited to meet quality standards as prescribed, it is not allowed to continue enrolling students until it meets the quality accreditation standards.

No later than December 31st of each year, educational institutions must complete a report on the achievement of enrollment targets for the year on the Ministry of Education and Training's enrollment target management software system.

Criteria for determining enrollment quotas for teacher training programs.

For each teacher training program, the quotas will be determined and announced by the Ministry of Education and Training, based on the criteria for determining and implementing quotas in this draft and the proposals of the training institutions.

Simultaneously, the assessment is based on the following factors: the capacity of the teaching staff, the reputation for training quality and the enrollment results of previous years of the training institution for each training program; the development orientation of teacher training institutions according to the planning of the network of higher education and teacher training institutions; the need for training and supplementing the teaching staff in localities; the number of training orders and assignments, the implementation status and commitment to paying student support funds by state agencies as prescribed.
