A parent whose child is in grade 10 at To Hien Thanh High School, located in Van Quan Ward (Ha Dong District, Hanoi) said that she and hundreds of other parents are restless because the first semester is almost over but their child still does not have a student code on the system of the Hanoi Department of Education and Training. Not having a name on the system means that the child has not been recognized as a student who has been admitted to grade 10 at any school in Hanoi.
Although not assigned enrollment quotas, To Hien Thanh High School still publicly announced enrollment for grade 10 this school year.
If this is not resolved, the children will not be on the list of candidates for the high school graduation exam or for graduation recognition...
Parents said that most of the cases of registering their children for admission to this school are cases where their children have enough points to pass the entrance exam to grade 10 of public schools. To Hien Thanh High School is a private school, has public enrollment announcements, and has a clear address, so parents register to submit their children's application with tuition fees from 1.5 - 1.8 million VND/month depending on the basic or high-quality system.
Parents also said they trusted the school because it had been operating for many years and had recruited students normally in previous years, not because it was a newly opened school, so they did not ask carefully about the decision to assign enrollment quotas this year.
From July 16, students started enrolling, then returned to school and studied normally, parents did not know whether the school was assigned enrollment quotas or not. About 2 months later, when the press published information about non-public high schools that were not assigned enrollment quotas by the Hanoi Department of Education and Training, parents were "shocked" when To Hien Thanh High School was on the list, the reason being "not meeting the legal conditions regarding the location of operation".
Sharing with the press, a representative of To Hien Thanh High School admitted that the school had enrolled students without a license. After the incident "broke out", the school held a meeting with parents and proposed to the Hanoi Department of Education and Training to transfer 174 10th grade students of this school to Van Lang High School (located in Dong Da District, Hanoi).
Hanoi Department of Education and Training will find the best solution
On October 30, a representative of the Hanoi Department of Education and Training said that they were aware of the incident and that To Hien Thanh High School had also reported it. In the immediate future, the department is urgently coordinating with relevant units to find the best solution in the spirit of ensuring the rights of students. "Regarding the school's violation of enrollment regulations, the Department of Education and Training will strictly handle it after everything is settled," he affirmed.
A representative of the Hanoi Department of Education and Training also said that the process of assigning 10th grade enrollment quotas has been strictly implemented by the department and has become routine for many years.
Every year, the department issues a decision to establish inspection teams for 10th grade admission conditions of all schools (including all types of schools) in the city.
Based on the results of direct inspections by the delegations, the Hanoi Department of Education and Training has just issued a decision to assign enrollment targets to each school. The inspection content focuses on conditions to ensureeducational quality such as: facilities, teaching equipment, teaching staff, financial transparency, educational quality transparency and commitment to educational quality...
The time for assigning enrollment quotas is around April every year. Schools that do not meet the conditions for ensuring educational quality will not be assigned new enrollment quotas, not that if they were assigned quotas in previous years, they will be assigned quotas in the following year. The Department also requires schools to publicize this decision in the enrollment announcement so that parents and students know before registering for enrollment.
