Hoa Lu - one of the three consortiums participating in the bidding for package 5.10 of Long Thanh International Airport, invested by the Vietnam Airports Corporation (ACV) - has just submitted a complaint to ACV regarding the fact that the Vietur consortium was the only unit to pass the technical evaluation round.
Speaking to VietNamNet , a representative of the Hoa Lu consortium said that the consortium of contractors had filed a complaint and sent it to the relevant authorities.
"The consortium is exercising its right to appeal in accordance with the Law on Bidding and the instructions in the tender documents; the appeal has been submitted to the relevant state agencies as prescribed," the representative affirmed, without commenting or confirming anything further.
Previously, information leaked to the market that this consortium had submitted a petition. The petition contained numerous complaints regarding package 5.10, worth over 35.2 trillion VND, for the construction of Long Thanh International Airport, with ACV as the investor.
Accordingly, there is evidence suggesting that the leading member of the Vietur consortium violated bidding regulations and was not qualified to meet the technical requirements for package 5.10 of the Long Thanh airport construction project.
In the document, Hoa Lu presented evidence suggesting that IC Holdings – the Turkish company leading the Vietur consortium – did not meet the technical standards to win the bid and requested ACV to halt the opening of the financial documents for package 5.10 (round 2, after the technical round) and to re-verify the capabilities of the consortiums, or to invite a third-party independent unit (international consultant) with sufficient capacity and expertise to re-evaluate the technical bid documents of the parties.
The Vietur consortium violated bidding regulations and did not meet the technical requirements for Package 5.10. Hoa Lu provided links to international news articles mentioning incidents such as: the chairman of IC Holdings being involved in numerous corruption allegations; IC Holdings having a history of delays in construction projects and a history of having major projects terminated, as well as a history of litigation against investors; and IC Holdings' airport construction experience being untrue and showing signs of delays.
The document also states that IC Holdings is a company making its first investment in construction in Vietnam and lacks experience with Vietnamese law and construction regulations.
According to the aforementioned document, selecting only the Vietur consortium for the financial bid opening round could potentially mean that the winning bidder was determined from the technical proposal selection round, leading to a very high risk of not ensuring fair competition in pricing – a factor that accounts for 85% of the total score in selecting the winning bidder.
On August 1st, ACV announced that the Vietur consortium (comprising three companies owned by Mr. Nguyen Ba Duong) met the technical requirements for package 5.10. This means that the other two consortiums, Hoa Lu and CHEC-BCEG-Vietnam Contractors (led by China Harbour Engineering of China), were disqualified from the bidding process.
The Hoa Lu consortium, led by Coteccons, comprises eight contractors: Hoa Binh , Central, An Phong, Delta, Unicons, Thanh An, and Power Line Engineering (PLE - Thailand). This is the only consortium led by a domestic contractor and had previously committed to completing the project by August 2026 if it won the bid.
The Vietur consortium consists of 10 members, led by the ICISTAS Industrial and Trade-Construction Group. ICISTAS belongs to IC Ibrahim Cecen Investment Holding, established in 1969. This entity has extensive experience in implementing large-scale infrastructure projects such as ports, airports, and energy projects in the United Arab Emirates, Russia, and other regions, including major international airports in Russia, Saudi Arabia, Türkiye, and Bulgaria.
This consortium includes three companies within the ecosystem of Mr. Nguyen Ba Duong - former Chairman of the Board of Directors of Coteccons: Newtecons, Ricons, and SOL E&C.
