Prosecution of transnational drug "kingpin" Oanh Ha and accomplices

On the evening of October 10, the Supreme People's Procuracy informed that the unit had just completed the indictment to prosecute drug "kingpin" Vu Hoang Oanh (also known as Oanh Ha, sister of kingpin Dung Ha in the Nam Cam case) as the leader and 34 defendants in the drug trafficking ring from Cambodia to Vietnam for consumption in Ho Chi Minh City, Hai Phong, Nam Dinh, Hanoi and neighboring provinces.

Among the 35 prosecuted subjects, there is defendant Vu Hoang Oanh (born in 1957, residing in Hai Phong City) and 27 defendants prosecuted for the crime of "Illegal drug trafficking" under Clause 4, Article 251 of the 2015 Penal Code; 6 defendants were prosecuted for the crime of "Illegal transportation of drugs" prescribed in Clause 4, Article 250 of the 2015 Penal Code; 1 defendant was prosecuted for the crime of "Illegal possession of drugs" prescribed in Point c, Clause 1, Article 249 of the 2015 Penal Code.

According to the indictment, from 2019 to 2022, Vu Hoang Oanh organized and directed a ring to transport and illegally trade drugs from Cambodia to Vietnam for consumption in Ho Chi Minh City, Hai Phong, Nam Dinh, Hanoi and neighboring provinces.

Initially, Vu Hoang Oanh directly hired Nguyen Van Nam (born in 1990, residing in Hai Phong City) to transport heroin cakes from Cambodia to Ho Chi Minh City to deliver to Oanh's customers.

Later, in Ho Chi Minh City, Vu Hoang Oanh hired Nguyen Anh Bao Quoc (born in 1990, residing in Ho Chi Minh City) to receive drugs from Nguyen Duy Khanh (born in 1960, residing in Kien Giang province) or directly receive old car gearboxes with drugs hidden inside to disassemble, take out the drugs, hide them and deliver them to Nguyen Van Nam or deliver them to drug buyers in Ho Chi Minh City and neighboring areas.

The prosecution agency determined that in the North, Vu Hoang Oanh directed Nguyen Van Nam to go to Ho Chi Minh City to receive drugs from Nguyen Anh Bao Quoc or from a woman in Ngo Cay Sung, District 8, Ho Chi Minh City and receive old car gearboxes with drugs hidden inside, transport them to Hai Phong City to hide, disassemble the engine block, take the drugs and deliver them to Oanh's customers in Hai Phong City, Nam Dinh, Hanoi and neighboring provinces.

The total number of used car gearboxes successfully transported by the defendants from Cambodia to Vietnam was 129 gearboxes. The defendants confessed that each trip to remove the gearbox took out about 50kg of drugs.

The investigation agency determined that this was a particularly serious transnational case of illegal transportation, trading, and storage of narcotics, in which Vietnamese people living abroad colluded with domestic subjects to illegally transport narcotics from Cambodia to Ho Chi Minh City, Hanoi, Hai Phong City, and other provinces for consumption.

The defendants’ criminal acts took place over a long period of time with many participants. The subjects operated drug trafficking activities using the social network Signal, using the nicknames “Colombia”, “Mosscau” or “Mosscau Russia”, to direct the division and cutting of drugs to avoid detection.

To keep the organization's operations confidential, the group used the Signal social network, US or Cambodian phone numbers to contact and receive drugs, and used an intermediary account named Hoang Cong Tu to make payments for the illegal purchase and transportation of drugs, totaling about 1,400 billion VND.

During the above period, the subjects successfully transported and traded an exceptionally large quantity of drugs, a total of more than 336kg of heroin; more than 115kg of ketamine; more than 256kg of methamphetamine... During the investigation, the defendants honestly confessed their crimes.

In the case, defendant Vu Hoang Oanh is accused of being the mastermind, leader, who directly carried out and directed other defendants. In addition to the 35 defendants prosecuted, in the above line, there are 2 defendants Tran Vinh Ha and Vu Thi Vong who are currently on the run, the Investigation Police Agency (C04) of the Ministry of Public Security has issued a wanted order.
