According to Article 57 of the Law on Road Traffic Order and Safety, passed by the National Assembly and officially effective from January 1, 2025, a Class B1 driver's license will no longer permit the operation of vehicles as before (including cars).
Specifically, the B1 driver's license, which previously allowed drivers to operate passenger cars and light trucks, will now only permit those with a B1 license to operate three-wheeled motorcycles and vehicles in the A1 category, including two-wheeled motorcycles with a cylinder capacity of up to 125cm3 or an electric motor power of up to 11kW.
A B1 driver's license is no longer valid for driving cars.
In addition to changes to the B1 driver's license, the new law also clarifies regulations for other driver's license categories. Specifically:
Class B: Allows driving passenger cars with up to 8 seats, trucks, and specialized vehicles with a total design weight of up to 3,500 kg.
Class C1: Allows driving trucks weighing from 3,500kg to 7,500kg.
Class C: Allows driving trucks weighing over 7,500 kg.
Class D1, D2, D: Issued to drivers of passenger cars with 16 to over 29 seats and corresponding vehicles towing trailers.
In addition, driver's license categories such as BE, C1E, CE, D1E, D2E, and DE are clearly classified to meet the needs of operating vehicles towing trailers with larger loads.
