Regarding the disbursement of planned capital for 2022, as of July 31, 2023, the entire province had disbursed VND 174.48 billion of development investment capital from the central budget, reaching 88.5%, and VND 67.94 billion of recurrent expenditure capital, reaching 58.5%. For the 2023 plan, in the first seven months of 2023, VND 102.35 billion of development investment capital from the central budget had been disbursed, reaching 49% of the assigned plan, and VND 85.58 billion of recurrent expenditure capital, reaching 22.5%. Overall, disbursement in July showed positive progress and was higher than the national average, but it did not meet the set plan requirements; some units have not yet implemented disbursement activities.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to continue to implement the direction of the Provincial People's Committee to resolutely and synchronously implement solutions to promote the progress of implementation and capital disbursement; promote the sense of responsibility in directing, operating, urging and propagating to accelerate the progress of implementing the National Target Programs. Strengthen the activities of the Steering Committees at all levels to promptly monitor the results and grasp and handle difficulties and problems to accelerate the progress of implementation in the last months of 2023. Regarding the issue of supporting housing construction in localities that are being implemented and have problems in the investment process, the relevant departments and sectors unanimously advise the Provincial People's Committee to handle it. Vocational training work that is likely to not be able to disburse all allocated capital needs to be directed to transfer to implement other projects in accordance with regulations. Relevant sectors and localities need to pay attention to mobilizing capital for vocational training, developing projects, finding artisans to pass on the profession, and forming training facilities to preserve and promote the Cham pottery craft. For projects that are still stuck, localities and departments and sectors must agree on the direction of implementation; review remaining difficulties, fully synthesize proposals, and report to relevant ministries and sectors for guidance on solutions. Strengthen supervision to ensure the best disbursement results for capital to implement the two national target programs according to the plan assigned in 2023.
