Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Task Force for Project 06, chaired the meeting. Attending the meeting were Comrade Huynh Tan Hanh, Standing Member of the Provincial Party Committee and Director of the Provincial Police; and leaders of relevant departments, agencies, localities, and units.
In the first nine months of 2023, the Task Force for Project 06 promptly issued plans, decisions, and directives to departments, agencies, and localities to effectively implement Project 06 in 2023. As a result, the province completed and exceeded the planned targets for issuing e-government accounts under the "80 Days and Nights" campaign (by September 15, 2023, the entire province had received 436,167/319,284 e-government applications, reaching 136.60%; successfully activated 322,042/319,284 e-government accounts, reaching 100.86%), and was commended by the Ministry of Public Security as one of the 24 localities with the highest e-government account activation rate nationwide). The Provincial People's Committee promptly issued 9 decisions announcing the list of administrative procedures (APs) with a total of 63 APs (Department of Education and Training: 13; Department of Labor - Invalids and Social Affairs: 2; Department of Natural Resources and Environment: 5; Department of Justice: 38; Department of Construction: 5) that require the submission or presentation of paper household registration books, temporary residence books, or documents requiring confirmation from the local residence authority; and promptly organized inspections and audits of public services to ensure the abolition of paper household registration books and temporary residence books according to Government Decree No. 104/2022/ND-CP.

In his concluding remarks at the conference, the Chairman of the Provincial People's Committee requested that relevant departments, agencies, localities, and units, based on the directives from the central and provincial authorities, continue to focus on effectively implementing the tasks of Project 06 with a proactive, decisive, urgent, synchronized, regular, and continuous spirit, determined to complete 100% of the 2023 tasks according to the set plan and schedule. The focus should be on several key tasks, including: Adhering to the reporting regime on the results of Project 06 on a regular and ad hoc basis; in cases where units continue to report late, the Provincial Police Department will compile the reports and coordinate with the Department of Internal Affairs to advise on the year-end performance evaluation, especially regarding the responsibility of the head of the unit. Continuing to ensure that all cadres, civil servants, and public employees understand the true and full meaning, importance, and practical benefits of Project 06; Actively and proactively implement and encourage relatives and family members to use online public services; shift the mindset from "doing things for others" to "supporting and guiding" to improve digital skills for citizens and businesses,... in order to boost the rate of receiving applications and resolving administrative procedures on the National Public Service Portal.
On this occasion, the Chairman of the Provincial People's Committee presented certificates of commendation from the Provincial People's Committee to 25 collectives and 38 individuals who had achieved outstanding results in implementing the "80 Days and Nights" campaign to collect and activate e-commerce accounts in the province.
