On the morning of December 9th, continuing its 10th session, the National Assembly discussed in the plenary hall the reports on the work of the Chief Justice of the Supreme People's Court and the Prosecutor General of the Supreme People's Procuracy ; the work of crime prevention and control and law enforcement; the work of judgment enforcement; the work of anti-corruption in 2025; the results of monitoring the resolution of voter petitions submitted to the 9th session of the 15th National Assembly; and the results of receiving citizens, handling petitions and resolving complaints and denunciations from citizens in 2025.

Perfecting the law on preventing and combating high-tech crimes

One of the issues of great concern to many National Assembly delegates was the work of preventing and combating crime and violations of the law in 2025. Delegate Nguyen Tuan Anh (Dong Nai delegation) and others emphasized that, under the leadership of the Party, the decisive management of the Government, and the efforts of ministries, sectors, and localities, the work of preventing and combating crime has achieved many important results. However, cybercrime and high-tech crime remain complex, with increasingly sophisticated forms of crime, including online investment fraud, bank embezzlement, and impersonation of state agencies causing increasingly large economic losses. Crimes involving young people are on the rise, and cases of school violence, intentional injury, and especially the situation of being lured into participating in fraud rings, have become an alarming social issue. In addition, the work of preventing and combating environmental, resource, and food safety crimes still faces many limitations. Some violations have been prolonged but not detected and handled, causing serious consequences to the ecological environment and public health...

Expressing concern about the increasing trend of synthetic drug use and the younger age of drug addicts and illegal drug users, causing many negative consequences for society, delegate Nguyen Minh Tam (Quang Tri delegation) proposed that the Government, the Ministry of Public Security, and relevant ministries and agencies continue to implement comprehensive solutions to further improve the effectiveness of drug crime prevention and control. This includes strengthening international cooperation and strongly applying information technology; exploiting artificial intelligence and big data analysis to monitor and predict the activities of drug trafficking rings; and enhancing the camera surveillance system at border gates and seaports.

Commenting on the results of monitoring the resolution of voter petitions submitted to the 9th session of the 15th National Assembly, Representative Nguyen Thi Viet Nga (Hai Phong delegation) and several others stated that, according to the report of the National Assembly Standing Committee, in this session, ministries and agencies responded to 97.3% of the petitions, a very high rate, demonstrating the seriousness of the Government in coordinating with the National Assembly to address voters' concerns. These results show that the ministries and agencies have made progress in their response and actions, creating changes in many areas of concern to voters. However, despite the high rate of responses, the quality of resolution is still not entirely satisfactory; some petitions remain unresolved across multiple sessions, lacking a clear resolution roadmap.

Other opinions also suggested that the National Assembly and the Committee on Citizen Petitions and Supervision consider establishing a special monitoring mechanism for recurring petitions, clearly stating the agency primarily responsible, the reasons for delays in implementation, and the deadline for completion. The Government and ministries should prioritize addressing groups of petitions directly related to essential issues of the people, social welfare, and the stability of the economic and financial markets; while also publicly disclosing the processing roadmap, progress, and results for public oversight.

Expanding VAT exemption subjects

Yesterday afternoon, during discussions on the draft Law amending and supplementing several articles of the Value Added Tax Law, many delegates argued that, given the immense pressure on Vietnamese agricultural products from the international market, fluctuating prices, and high logistics costs, removing the VAT bottleneck is not just a technical issue but a strategic solution. Opinions supported expanding the scope of VAT exemptions, but suggested clarifying the beneficiaries of the tax exemption policy to prevent abuse, as there is currently a significant disparity between purchasing directly from producers and purchasing through intermediaries.

If businesses purchase through intermediaries but are still considered to be buying unprocessed agricultural products directly from producers, the risk of tax evasion is very high. Furthermore, businesses buying from farmers often create invoices, but controlling the reasonableness and validity of these invoices is very difficult and easily exploited for fraudulent invoice trading. Representative Tran Anh Tuan (Ho Chi Minh City delegation) and many other representatives suggested clearly defining whether those eligible for tax exemption are those who purchase directly from producers or those who are allowed to go through intermediaries. If allowed, what management mechanisms should be in place to enhance transaction transparency, promote electronic invoices, and modernize transaction management? In addition, it is necessary to assess the budgetary impact when expanding the scope of tax exemption, avoiding a situation where incentives are relaxed without considering the long-term impact on the budget.

"The number of cases of people being scammed through impersonation of banks, police agencies, financial investments, and online goods trading remains high; many people have had their entire life savings stolen, even falling into debt and despair. In many cases, victims have promptly reported the incidents to the authorities, but tracing the flow of money, identifying the ringleaders, and recovering assets still faces many obstacles because the perpetrators use bank accounts that are not in their own names, virtual e-wallets, servers located abroad, and operate in an organized, transnational manner."

The Electricity Law stipulates the value-added tax (VAT) mechanism for electricity forward contracts, electricity purchase or sale options, and electricity futures contracts. However, the VAT Law does not specify that these items are exempt from VAT; this creates a legal loophole and difficulties in implementing different levels of a competitive electricity market.
