I highly agree with the assessments of results, achievements, limitations, lessons learned; guiding viewpoints, directions, and tasks on culture, on building and developing culture stated in the Draft Political Report and Draft Action Program submitted to the 14th National Party Congress.
I completely agree with the direction of building and perfecting the institution to develop an advanced Vietnamese culture, imbued with national identity with fundamental values: Nation, democracy, humanity and science; ensuring cultural development on par with politics, economy and society; promoting synchronous development of cultural fields; building and developing literature and art worthy of the history of national culture and the stature of the renovation process, encouraging the building of institutions and organizing cultural activities in a practical and flexible direction; taking the grassroots and people as the center to strongly develop the cultural industry.
In my opinion, we need to continue to pay attention to and take care of artists and cultural workers, especially grassroots culture; promote and encourage the pioneering role of intellectuals, artists, businessmen and cultural workers.
I also agree with the determination that developing human resources and developing culture truly becomes the foundation, endogenous strength, and great driving force for the country's rapid and sustainable development as one of the key tasks; agree with the task of building and perfecting institutions for cultural and human development.
Regarding the Action Program, I basically agree with the important projects and programs stated in the draft Action Program of the Central Executive Committee: National target program on cultural development for the period 2025 - 2035, developing cultural industries; promulgating the national value system, cultural value system, family value system and Vietnamese human standards, integrating into education programs, mass media and grassroots cultural activities; building breakthrough mechanisms and policies for the development of national cultural and artistic forms; project to promote grassroots cultural movements and activities, taking people as the center.
Regarding the direction and tasks in the Draft Political Report, I have an opinion on considering and adding that the construction and development of culture needs to be more closely linked with economic development, especially creative economy, digital economy, cultural tourism - heritage, cultural industry. The Draft Report has mentioned digital transformation, building and managing a good cultural environment, but it is necessary to mention the application of information technology, digital data, new media in cultural development. It is necessary to add tasks on innovating education programs, training cultural skills, digital skills - implementing cultural education programs in schools, families, and communities.
As a musician, working in the field of literature and art, I am particularly interested in the content of "Strongly and comprehensively developing Vietnamese culture and people" in the Political Report. This affirms the key position and role in the cause of building and defending the Fatherland in the new era of the nation. This is the inheritance and development of the Party's viewpoint, the continuation of the spirit of the Resolutions, from the Resolution of the 5th Central Committee, Session VIII, on "Building an advanced Vietnamese culture, imbued with national identity", Resolution No. 23-NQ/TU dated June 16, 2008 of the Politburo on continuing to build and develop literature and art in the new period and especially Resolution No. 33-NQ/TU of the Central Executive Committee of the 11th Party Congress on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development".

Focus on open management thinking and encourage creativity
The draft documents of the 14th National Party Congress demonstrate consistency in emphasizing the role of culture and people in national development. The cultural field is considered one of the special highlights, demonstrating the profound development in the Party's theoretical thinking and strategic orientation towards Vietnamese people and culture in the new period.
Our Party has affirmed that culture has an extremely important role and position and has set out new requirements and tasks for the cultural sector in the cause of national development. The Party's new viewpoints on culture in the Draft Documents are also part of the overall socio-economic development strategy of the country with many new orientations, marking a leap forward in development thinking, when updating the viewpoints, goals, and breakthrough strategic decisions of the Politburo from the end of 2024 to present in many fields: Science, technology, innovation and national digital transformation; international integration; institution building; private economic development...
For the first time, new concepts such as heritage economy, cultural industry, and digital culture are mentioned clearly in the Draft Documents, as well as emphasizing “comprehensive development of Vietnamese people in the new era value system”. All of these demonstrate our Party’s determination to strongly and comprehensively develop Vietnamese culture and people.
This draft affirms that culture must become a pillar of development on par with the economy, politics, and society. Another new point is that the draft clearly defines a comprehensive system of values including the national value system, the cultural value system, the family value system, and the standards of Vietnamese people in sync with "building and developing an advanced Vietnamese culture with a strong national identity". This is the first time the Party has emphasized a systematic and synchronous value system framework with culture, as a basis for application and implementation in real life.
We agree with the spirit of the Draft Documents, which considers culture as the spiritual foundation of society, the endogenous strength, the driving force and the regulatory system for national development, participating in regulating, orienting and solving social problems towards sustainable development.
From practice, I think the draft can emphasize more clearly the role of performing arts in shaping personality, nurturing the soul of modern Vietnamese people, and at the same time have closer and more specific orientations and solutions to promote the role of national art in the new context, such as: Building a strategy to preserve the quintessential values of national art, building a development strategy, serving community life. The document also needs to pay attention to clarifying the mechanism to promote the role of creative forces, supplementing and rebuilding the mechanism for training, fostering, promoting and honoring the contributions of talented artists. It is necessary to focus on open management thinking and encouraging creativity; should not only focus on the form of performances and awards but must aim to build works with ideological significance, humanistic depth, and influence in society. It is necessary to design policy mechanisms to encourage artists with real talent, creating conditions for artists to have the opportunity to participate substantially in social criticism issues.

Promoting the "soft power" of culture and art in national development
The Vietnam Cinema Association agreed with the Draft Documents of the 14th National Party Congress with many new points, reflecting the Party's new thinking, new vision and new approach. In particular, the Draft Documents were formed on the foundation and steadfastness of the core values of Marxism-Leninism and Ho Chi Minh Thought; at the same time, demonstrating the steadfastness of the renovation line as well as the goal of national independence and socialism. This is the crystallization of theory and practice over nearly 40 years of implementing the renovation line of our Party. Specifically, the Congress theme and the content in the sections have comprehensively and consistently reflected the inheritance and development of documents in the renovation period, especially the Platform for national construction in the transitional period to socialism and the Documents of the 13th National Congress. As for the part on evaluating the results of implementing the Resolution of the 13th National Congress, the causes and lessons learned are concise, concise, accurate, and true to the Party's viewpoint: "Look straight at the truth, speak clearly the truth, and evaluate the truth correctly".
I have some comments on culture, literature and art. As a crystallized form of culture, literature and art have a strong and lasting influence on the public through works, characters and artistic images; are a mirror reflecting the human soul and the times; guide people to ideals and ambitions of noble dedication; contribute to preserving and transmitting national culture but are rarely mentioned in the draft Political Report.
Furthermore, culture and art have an inseparable organic relationship. If culture is the entire material and spiritual values that humans have created throughout history, then art is the central element of spiritual culture, expressing the creativity, emotions, thoughts and aspirations of humanity through forms such as literature, music, painting, theater, cinema, etc., thus being both a product of culture and a means of expression of culture. If culture is considered the foundation and environment that nurtures art, then every work of art is born from a specific cultural context. The cultural values of each nation will form the core of the artistic characteristics of that nation. Art contributes to the creation, preservation and dissemination of culture. Culture orients the values and standards for art and both contribute to the development of humans and society. If culture is the root, art is the flower. Culture nurtures art and art illuminates culture. For this reason, these two terms should not be separated. On the contrary, culture and art should be linked together in all relevant contents of the document.
The draft emphasizes the crucial role of economic diplomacy; but does not mention the role of cultural diplomacy as one of the effective "soft powers" to join forces with the diplomatic pillars to create the combined strength of "Vietnamese Bamboo" diplomacy in the period of international integration and globalization.

Contains the aspiration to develop the country in the new era
I read the Draft Documents this time very carefully and found them very exciting because they are more realistic, more scientific, contain more aspirations and clearly demonstrate the will and determination of the Party and the people to develop the country in the new era.
Regarding the content related to culture and people, I think that culture is a road and politics, economics, education... are the vehicles on that road. If the road named culture goes towards the light, everything will go towards the light and vice versa. Culture is always formed first. The draft documents this time clearly and specifically define culture, which is very encouraging. We define the value and necessity of culture, then we must implement it well to create space and conditions for culture to develop. The documents presented to the 14th Party Congress are like a manifesto of this period, a valid manifesto, expressing the aspirations of a nation and the actions of a nation.
