Regarding the barrier checkpoints controlling people on the road connecting Bac Giang and Quang Ninh that Giao Thong Newspaper has reported on, on the morning of March 29th, Company 45 Limited Liability Company met with Giao Thong Newspaper reporters at its headquarters to clarify related information.
According to observations, as of this morning, the barrier station is still in operation, and vehicles traveling on the road are still required to stop for inspection by the company. Even the reporter's vehicle was not exempt, having to clearly state their destination and purpose before passing the station. This situation has caused localized traffic congestion and compromised traffic safety at many times.

For example, at 9:50 AM on the same day, while the barrier was closed, tractor-trailer trucks with license plates 98LD-009.16 (towing trailer 29R-005.13) and 98C-292.67 (towing trailer 98R-027.56) transported goods exceeding the height of the truck bed to the aforementioned company. In addition, a truck with license plate 98C-285.50 and several motorcycles had to stop and report their presence, causing traffic congestion and obstruction.
Earlier, at 7:45 AM on the same day, we observed a tractor-trailer with license plate 98H-033.30 transporting goods out of the company. A weight check at the company revealed the vehicle had a total weight of 58.11 tons, while its permitted weight for road traffic is only approximately 51 tons.
Having existed for many years, it will be demolished.
During a meeting with a reporter from Giao Thong Newspaper, Mr. Nguyen Thanh Tuan, Secretary of the Party Committee and Deputy Director of Company 45, stated: In 2006, the company received a decision from the Bac Giang Provincial People's Committee to reclaim and allocate land for the project to renovate and upgrade the road from National Highway 279 to the Dong Ri coal mine site.
Subsequently, the unit invested tens of billions of VND to renovate and upgrade the road. Therefore, the company built a barrier station to manage the route. To date, the station has been in operation for over 16 years, contributing to the detection and prevention of numerous cases of property theft, illegal coal mining, and illegal logging.

Although acknowledging that the unit has not yet received permission from any competent authority to set up a barrier station, Mr. Nguyen Thanh Tuan and several leaders and department heads present at the meeting still asserted that the road, which the company is assigned to manage and use, is an internal mine road and therefore they have the right to set up a barrier station for control purposes.
"The Chairman of the People's Committee of Bac Giang province and the Chairman of the People's Committee of Son Dong district have inspected and worked with us many times, and they were aware of the establishment of the station, but no one raised any objections," the company leader affirmed.
In response to a reporter's question about local leaders stating they would request the removal of the illegal barrier, the company stated that the Son Dong District People's Committee had sent an invitation to the company to discuss the matter. The company's stance is to report and request that the higher authorities, namely the Dong Bac General Corporation and the local government, allow the barrier to remain in place to ensure security and order in the area.
Despite the co-management regulations, many sections of the road are damaged, posing a safety hazard.
However, after the meeting, at around 10:00 AM the same day, on his way home, Mr. Nguyen Thanh Tuan called the reporter to discuss the matter further, stating that: After the meeting, the company had reported to the leaders of the Northeast Corporation and received instructions to dismantle the illegal barrier station and build another one on land belonging to that unit. The construction time for the new barrier station is approximately 7-10 days; during this time, the unit must maintain the old station to protect its property.
Regarding the issue of overloaded vehicles, the company's leadership and relevant departments stated that: The unit is only responsible for loading goods onto vehicles and checking weight limits; violations while on the road are the responsibility of the partners, and the company has no responsibility in this matter.
Reportedly, on March 29th, the Son Dong District Police also directed the Economic Police and Traffic Police teams to work with Company 45 to clarify the information reflected in the Traffic Newspaper.
Previously, on March 26th and 28th, Giao Thong Newspaper published articles titled: "Strange: Company erects barriers to control people crossing the road connecting Bac Giang and Quang Ninh ", and "Barriers controlling people crossing the road connecting Bac Giang and Quang Ninh will be dismantled", reflecting the fact that Company 45 Limited Liability Company arbitrarily built two barrier stations to block and control traffic on the road connecting the two provinces of Bac Giang and Quang Ninh.
This has affected the movement of people for nearly 30 households in Dong Ri residential area, Thanh Son town, Son Dong district, Bac Giang province, and residents in the area; hindering traffic and socio-economic development in the locality.
Immediately after the Traffic Newspaper reported on the issue, the Bac Giang Provincial Department of Transport and the Son Dong District People's Committee launched an investigation to clarify the matter. They also affirmed that they would issue a directive to remove the illegal barrier station.
