The proposal to award extra points to children of pre-1945 revolutionary activists in grade 10 is causing a stir in public opinion, but a representative from the Ministry of Education and Training believes it is still possible.
In the draft Circular on the regulations for admission to junior high schools and high schools, the Ministry of Education and Training is seeking opinions on the categories of students eligible for direct admission and priority points in the admission process for grade 10.
In this category, Group 1 (with a priority bonus of 2 points) includes: "Children of revolutionary activists before January 1, 1945; children of revolutionary activists from January 1, 1945 to the August 1945 Uprising".
During the 2024 high school entrance exam in Hanoi , an 80-year-old man accompanying his child to the exam caused a public uproar.
Many expressed surprise at this proposal from the Ministry of Education and Training, deeming it impractical. Teacher Nguyen Xuan Khang, Chairman of the Board of Directors of Marie Curie School (Hanoi), analyzed: "According to preliminary calculations, elderly revolutionary veterans aged 95 and above fall under this category. These veterans cannot have children (15 years old) taking the entrance exam for grade 10 from 2025 onwards. Therefore, the aforementioned regulations should be abolished to better reflect reality."
Representatives of the drafting committee for the circular explained that the regulation aims to encompass all subjects and cases, including both biological and legally adopted children of revolutionary activists, meaning it includes revolutionary activists who adopt children.
According to this source, based on Government Decree 131 of 2021 detailing and implementing the ordinance on preferential treatment for people who have rendered meritorious services to the revolution, it is possible that people who participated in revolutionary activities from the age of 15 may only adopt children when they are 70-80 years old, or even older.
"We carefully considered this during the drafting process and believed it was still possible to include it so as not to overlook those who deserve preferential treatment, thereby ensuring their rights are protected."
The above regulation in the draft essentially just reiterates the regulation already present in the current circular. Circular No. 11/2014/TT-BGDĐT dated April 18, 2014, on the regulations for admission to junior high schools and high schools issued by the Ministry of Education and Training, stipulates that the following subjects are eligible for priority points:
Group 1: Children of martyrs; children of wounded soldiers with 81% or more disability; children of sick soldiers with 81% or more disability; children of individuals who have been granted a "certificate of entitlement to policies similar to those for wounded soldiers," where the person granted the certificate has a disability of 81% or more.
Group 2: Children of heroes of the armed forces, children of labor heroes, children of heroic Vietnamese mothers; children of war invalids with a disability rate of less than 81%; children of sick soldiers with a disability rate of less than 81%; children of individuals who have been granted a "certificate of entitlement to policies similar to war invalids" where the person granted the certificate has a disability rate of less than 81%.
Target group 3: individuals whose father or mother is from an ethnic minority; ethnic minorities; students living and studying in areas with particularly difficult socio -economic conditions.
On May 26, 2014, the Ministry of Education and Training issued a circular supplementing point a, clause 2, article 7 (adding to group 1 eligible for priority points) of the Regulations on Secondary School and High School Admissions.
Accordingly, the following individuals are added to the list of those eligible for preferential treatment: "Children of resistance fighters exposed to chemical toxins; children of revolutionary activists before January 1, 1945; and children of revolutionary activists from January 1, 1945 to the August Uprising of 1945."
