Why are textile and garment businesses having difficulty recruiting workers?

(Baohatinh.vn) - Abundant orders and high demand, but significant difficulties in recruiting labor, are posing a challenge for textile and garment businesses in Ha Tinh province at present.

In the first six months of 2025, the textile and garment industry in Ha Tinh province received positive signals with abundant orders for export to Japan, South Korea, the United States, and European markets.

To enhance market competitiveness, businesses have recently focused on investing in modern technology and machinery, and applying technical solutions to increase product output and improve labor productivity to ensure contract deadlines are met. However, the biggest challenge currently is the labor shortage.

Appareltech Ha Tinh Export Garment Company Limited (Duc Tho commune) currently employs 1,400 workers. Due to the recent wave of job relocation, the company is facing a significant shortage of unskilled labor while having numerous export orders booked until the end of Q2 2026.

To fulfill orders, the company needs to recruit more than 200 workers. Despite actively contacting the provincial and local employment centers to find labor, the number of applications received has been insignificant.

Mr. Kwon Soon Cheol, General Director of Appareltech Ha Tinh Export Garment Co., Ltd., said: "The company's goal is to expand production and business, seek large orders, and create a stable income for the people here. However, due to difficulties in recruiting labor, the company can only receive small orders, while large orders cannot be fulfilled."

A similar labor shortage is also occurring at the Vietnam Export Garment Joint Stock Company (Bac Cam Xuyen Industrial Cluster). Despite recognizing the constant labor fluctuations in the textile and garment industry, the company has focused on recruiting workers at all times.

"Currently, the company has 200 workers operating on 5 production lines and is looking to open 3 new lines, requiring an additional 100 workers. In addition, we need to recruit 50 more workers for our branch in the northern part of Can Loc commune. Although the company has posted recruitment information on many channels, we have not yet been able to fill all the positions we need," shared Mr. Dinh Van Giang, Chairman of the Trade Union of MTV Garment Export Joint Stock Company.

It's not just the aforementioned companies; at this time, many textile and garment businesses are desperately searching for workers. Specifically, Pro Sports Nghi Xuan Garment Factory needs to recruit 500 workers; Haivina Hong Linh Co., Ltd. needs to recruit 500 workers; and Five Star Ha Tinh Garment Company needs 500 workers.

The high demand for recruitment in the textile and garment industry creates job opportunities for local workers.

At Song La Xanh Packaging Joint Stock Company (Duc Tho commune), although the company has implemented many solutions to attract workers such as: providing new workers with 4 months' basic salary, meal allowances, transportation allowances, and ensuring full benefits for employees... However, the company is also facing the prospect of some workers resigning soon, which means the company will have to recruit more new workers.

Mr. Nguyen Van Son, Chairman of the Trade Union of Song La Xanh Packaging Joint Stock Company, said: Currently, the company has 450 employees. According to the production plan, the company is looking for an additional 100 workers to open a new production line. However, in the current context, it is very difficult to recruit workers, so the company is having to reconsider opening a new production line to ensure suitability.

According to a survey by the Ha Tinh Employment Service Center, in the first six months of 2025, businesses in the textile and garment sector in the province needed to recruit nearly 8,000 workers. However, these businesses faced many difficulties in finding labor.

According to Mr. Nguyen Manh Hien, Deputy Director of the Ha Tinh Employment Service Center, the reason is that the salaries and benefits offered by businesses are still not attractive to workers, while the increasing number of businesses has created intense competition in the labor market. In addition, many workers are only temporary employees, have a "job-hopping" mentality, lack industrial work habits, lack perseverance, and cannot meet job requirements but demand high salaries that are beyond the company's ability to pay. The lack of common ground between businesses and workers is the main reason why garment businesses are constantly facing labor shortages.

To address the labor shortage in general and in the textile and garment industry in particular, Mr. Ngo Dinh Van, Vice Chairman of the Provincial Labor Union, believes that workers are not only a crucial link in the production process but also a decisive factor in the success or failure of businesses. Therefore, as a long-term solution, businesses need to improve welfare benefits and create a good working environment to attract and retain workers.

Furthermore, businesses need to focus on building harmonious and stable labor relations. In particular, one of the core elements in maintaining this relationship is creating a balance of interests between employees and the business, viewing employees as valuable assets.

Furthermore, employees need to cultivate a spirit of cooperation and partnership with the company in all circumstances, especially during difficult times. Only when the company develops sustainably will the lives of employees truly improve. This is a close, two-way relationship that requires effort from both sides to work towards the common goal of business development, employment for workers, and high and stable income.
