The Institute of Transport Strategy and Development must strongly innovate to carry out new tasks.

This was a request made by Deputy Minister of Transport Nguyen Danh Huy at the conference to implement the 2025 plan of the Institute for Transport Strategy and Development this morning (December 19).

Speaking at the conference, Deputy Minister of Transport Nguyen Danh Huy stated: In implementing the Government's Resolution on the plan to streamline the organizational structure of the political system for effective and efficient operation, in 2025, the Ministry of Transport will merge with the Ministry of Construction and have a new name.

Understanding the concerns of the leaders, staff, and employees of the Institute of Transport Strategy and Development in the context of upcoming changes, the Deputy Minister stated that the merger will have a significant impact but will not diminish the Institute's functions and responsibilities. After the merger, the Institute needs to continue striving to fulfill its political mission effectively.

We highly appreciate the results achieved by the Institute for Transport Strategy and Development in 2024, despite significant leadership changes. Many outstanding achievements are milestones in the Institute's 50 years of establishment and development.

Regarding future tasks, Deputy Minister Nguyen Danh Huy suggested that the Institute continue to research and propose mechanisms and policies to invest in equipment and infrastructure, improve the skills and quality of human resources, enhance the living standards of staff and employees, and retain dedicated and committed staff for the long term.

With regard to tasks, projects, or consulting services assigned and commissioned by the Ministry of Transport, the Institute needs to make every effort and actively strive to complete them successfully.

The Deputy Minister expressed his expectation that, in the future, the Institute of Transport Strategy and Development will make significant changes, come up with creative solutions, and persistently and resolutely fulfill its new tasks in the new context.

Following the directives of Deputy Minister Nguyen Danh Huy, Mr. Khuat Viet Hung, Director of the Institute of Transport Strategy and Development, expressed his hope that in the coming time, the Institute will receive the attention of the Ministry's leadership, departments, and specialized agencies to soon complete its organizational structure and propose mechanisms and policies to carry out new tasks in a new mindset, working together with the whole country to successfully implement the breakthrough in transport infrastructure - one of the three strategic breakthroughs aimed at the rapid and sustainable socio-economic development of the country.

Earlier, reporting on the results of task implementation, Mr. Khuat Viet Hung, Director of the Institute of Transport Strategy and Development - Ministry of Transport, stated that in 2024, the Institute's advisory work had seen many positive changes and become more in-depth, focusing on major national policies.

The Institute has achieved 100% of its targets for 2024. Notably, it participated in the adjustment of four national transportation sector plans, led the development of two transportation components within the national master plan, three regional plans, ten specialized technical plans, and 23 provincial plans, ensuring quality and contributing to the rapid development of young staff; completed the transportation component in the master plan and finalized the urban railway network system project for the two special cities of Hanoi and Ho Chi Minh City, a project of considerable complexity.

The advisory work for the Ministry's leadership on various aspects of the transport sector has become increasingly proactive, closely linked to the Ministry's operational realities, and the quality of advisory work has improved significantly.

Mr. Hung listed a series of important tasks such as contributing to the completion of the Investment Policy for the North-South High-Speed ​​Railway Project, which was approved by the National Assembly at its 8th session in November 2024; forecasting the overall transportation demand for 5 specialized sectors; researching and determining the toll fees for state-invested, owned, managed, and operated expressways, as stipulated in Government Decree 130/2024/ND-CP;

Drafting a Circular stipulating regulations on measuring, reporting, and assessing greenhouse gas emission reduction and greenhouse gas inventory in transportation; a Plan for Greenhouse Gas Emission Reduction in the Transportation Sector until 2030…

Notably, the Institute successfully co-organized the international conference "Motorcycle Traffic Safety: Challenges and Lessons Learned," and co-organized the seminar "Developing Green Transportation: Challenges and Solutions to Attract Investment."

In 2024, international cooperation was also strongly promoted. The Institute actively advised the Ministry of Transport on bilateral and multilateral international cooperation activities. Active cooperation and promotion within the country with leading research organizations and agencies of other ministries and sectors were also prioritized.

As a result, the Institute's brand has gradually been established with the Ministry of Transport and other ministries and agencies, as well as provinces, cities, and other partners, laying the foundation for the Institute's continued development in the coming period.
