Opening the meeting, the Prime Minister emphasized that the semiconductor industry has developed for a long time, is multi-industry, has a very rich and complex supply chain and production chain, and is multinational in development according to the international division of labor.
How to choose a model and direction to move forward?
Every country is aiming for autonomy, including autonomy in designing and manufacturing semiconductor chips, which plays an important role and mission for the overall development of the world and each country today. Every country is aiming for research and manufacturing semiconductor chips.
With Resolution 57 on science and technology and other programs and resolutions... the requirement to promote science and technology, innovation, digital transformation, including promoting research, production, manufacturing, human resource training, resource allocation, infrastructure development, and institution building is a reality.
He acknowledged that Vietnam still faces many difficulties, obstacles, and challenges in developing the semiconductor industry. Especially in the context of the requirements for building an independent and self-reliant economy, increasing labor productivity, exploiting human resources, and developing AI and the semiconductor chip sector.
Accordingly, the Prime Minister suggested that opinions should focus on clarifying the achieved results, analyzing the causes, and lessons learned in developing the semiconductor industry.
From there, answer the question: What direction and steps should Vietnam choose to take to take shortcuts, get ahead, and be behind to get ahead?
Need to clarify what the development model is? How is the cooperation between schools, businesses, and the state? How is human resource training?
How to invest in infrastructure, research and develop markets, build leading industries, and create an ecosystem to contribute to the country's goal of achieving a growth rate of 8.3 - 8.5% this year, and double digits in the following years.

Vietnam engages more deeply in high value-added semiconductor industry
According to the report of the Ministry of Finance, Vietnam's semiconductor industry has made great strides, as Vietnam is gradually participating more deeply in semiconductor stages that have a foundation of design, testing, and packaging of microchips with higher added value.
Specifically, Vietnam currently has more than 50 microchip design enterprises with an estimated engineering force of about 7,000 people; the microchip packaging and testing stage and the production of semiconductor equipment and materials have about 15 enterprises, with about 6,000 engineers, not including more than 10,000 technicians.
In addition, high value-added processes such as the production of semiconductor equipment, materials and components. For example, semiconductor wafers were first produced in Vietnam by Coherent Group.
Some products are developed by domestic enterprises such as FPT launching chip products in the medical industry, Viettel designing chips for 5G devices, and CT Group starting construction on a semiconductor chip packaging and testing factory.
In particular, Vietnam is aiming for some specific big goals such as having the first chip factory chaired by Viettel, and attracting advanced packaging from some leading enterprises such as Samsung.
The above results were achieved thanks to proactive cooperation with major countries and economies in the semiconductor sector, large technology enterprises such as Samsung, Apple, Google, Meta, Coherent, Foxconn, Microsoft, Marvell, Qorvo, SEMI, the Semiconductor Association of America (SIA), the Taiwan Sustainable Economic Development Association...
The Ministry of Finance believes that Vietnam is becoming known to the world as a promising destination for the semiconductor industry.
As evidence, Vietnam has become one of about 10 countries and economies in the world selected to organize an exhibition in the world's largest semiconductor exhibition series (SemiExpo) under the cooperation of the Global Semiconductor Association (SEMI) and the National Innovation Center, Ministry of Finance.
In addition, GITEX - the world's largest event organizer of the United Arab Emirates (UAE) - chose Vietnam as the venue for the international exhibition on innovation in 2026.
Vietnam's image gradually appeared clearly at SEMI's Semicon exhibition series in Korea, Singapore, Taiwan, and Malaysia with the participation of a Vietnamese delegation including diverse government, business, institute, and school components with separate display spaces, introducing semiconductor ecosystems and "Make in Vietnam" products.
In particular, two of the world's leading corporations, NVIDIA and Qualcomm, have chosen Vietnam as a strategic base for production, research and development of AI and chips. The Ministry of Finance believes that the two "giants" are leading the technology trend of investing in Vietnam.
This creates a strong ripple effect, leading to a supply chain with huge investment value in Vietnam, and is a strong shift in Vietnam's position on the global semiconductor and technology map.
