(Dan Tri) - Vietnam is creating a humane institutional framework for artificial intelligence, while promoting comprehensive digital transformation from central to local levels.

Speaking at the opening ceremony of Vietnam International Digital Week (VIDW 2025), Minister of Science and Technology Nguyen Manh Hung said: “Our main topic of discussion this year is the institution for AI”.

The Minister emphasized that 2025 has a special significance for Vietnam as the whole country celebrates the 80th anniversary of Independence Day and the 50th anniversary of National Reunification Day. In this context, promoting technological development on the basis of human values ​​becomes even more important.

According to the Minister, AI needs to be guided in a “narrow corridor”, between two extremes of chaos and control, freedom and fear.

“Our task is not to slow down innovation, but to guide it with wisdom and responsibility. A strong state must ensure that human values ​​are preserved, while an open society must encourage creativity and dialogue. Only by maintaining this balance can artificial intelligence serve the common good,” he said.

The Minister said that developing AI in a narrow corridor is a matter of balancing many pairs of values. These are global and local, cooperation and sovereignty , large enterprises and startups, technology and application, exploitation and mastery, innovation and control, open data and protected data, general-purpose AI and specialized AI.

Vietnam identifies four pillars for sustainable AI development, including: strong institutions, modern infrastructure, high-quality human resources, and human-centered technology culture.

The Ministerial Roundtable at this year’s Digital Week is not only a policy discussion but also a forum for building trust and expanding cooperation. Here, Vietnam and other countries share views and contribute to shaping regional and global AI institutions.

Minister Nguyen Manh Hung affirmed Vietnam’s commitment to developing artificial intelligence in a humane, safe, sovereign, open, inclusive and sustainable manner. At the same time, Vietnam promotes international cooperation to share knowledge and create a foundation for long-term growth.

Vietnam also supports the development of an open-source AI ecosystem, considering it a tool to enhance transparency, innovation and expand technological mastery, especially for small countries and the technology startup community.

Ninh Binh takes digital transformation as a breakthrough driving force in the new development stage

Welcoming the Vietnam International Digital Week 2025 held in Ninh Binh, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of Ninh Binh province affirmed that the province is aiming for comprehensive development, in which science and technology and digital transformation play a key role.

In recent years, Ninh Binh, along with the two previous localities of Ha Nam and Nam Dinh, has focused on rapid and sustainable socio-economic development. The locality has made good use of its existing potentials and maintained a high growth rate.

In the first 9 months of 2025, the province's GRDP increased by 10.45%, ranking 3rd among 34 provinces and cities. The estimated economic scale by the end of the year ranked 10th and the average income per capita ranked 6th nationwide.

Industry, construction, services and product taxes account for nearly 90% of the economic structure.

In addition, the socio-cultural sector has developed comprehensively, and social security policies are guaranteed. Ninh Binh is also considered a safe and attractive destination for investors and tourists.

Regarding digital transformation and application of science and technology, Ninh Binh is mobilizing all resources to synchronously implement the goals set out in the Resolution of the Politburo.

Digital infrastructure has been invested in a systematic way, all communes and wards have fiber optic connections. 5G network is being deployed rapidly. Digital government operates smoothly, ensuring efficiency and transparency, serving people and businesses well.

Ninh Binh is also ready to access and apply advanced technologies, especially Artificial Intelligence. The locality is deploying many technological solutions to solve specific problems such as smart heritage management, digital tourism development, traffic and logistics optimization, green agriculture development and improving public administration efficiency.

The province aims to become a centrally-governed city by 2030, developing modern industry and high-quality tourism services. The green urban area will be associated with heritage, and be among the leading cities in the country in terms of economic growth and per capita income.

In the coming period, the province identifies science and technology and high-quality human resources as strategic breakthroughs. The innovation ecosystem will be developed comprehensively, integrating all subjects and operating effectively. At the same time, the province will promote creative startups and technology transfer.

Sharing about Vietnam International Digital Week 2025, Mr. Pham Quang Ngoc said this is an opportunity for Ninh Binh to learn from experience and expand cooperation with domestic and international experts, organizations and technology corporations.

Experience open technology, connect digital investment

From October 27 to 29, Vietnam International Digital Week 2025 will take place in Ninh Binh and Hanoi. The event is chaired by the Ministry of Science and Technology, in coordination with the People's Committee of Ninh Binh province.

This year, VIDW 2025 focuses on strategies, policies and legal frameworks to ensure the development and governance of artificial intelligence in a safe, transparent and responsible manner. This is an important forum to strengthen Vietnam's proactive role and commitment to international cooperation in the high-tech sector.

VIDW is a large-scale annual international event, gathering about 800 domestic and international delegates, including ministerial leaders of ASEAN countries, representatives of strategic partners such as the United States, Korea, Australia, and many international organizations such as the United Nations, World Bank, UNESCO, EU, ITU and APT. Leading technology corporations of Vietnam and the world also participated.

Initiated in 2019, Vietnam International Digital Week has become one of the region’s leading prestigious forums on digital transformation. With the 2025 theme revolving around artificial intelligence and digital infrastructure, the event continues to affirm Vietnam’s role as a strategic connection point between policy, technology and innovation.

The highlight of VIDW 2025 is the Ministerial Roundtable on AI Governance, which took place on the morning of October 27. This is a high-level forum for policymakers, experts and international organizations to share experiences, propose initiatives and promote responsible AI governance models. The conference demonstrates Vietnam's role as a creator in the global innovation ecosystem.

In addition to the summit, the event also has an outdoor technology demonstration area, introducing AI products, solutions and digital transformation of Vietnamese enterprises. This is an open space for technology experience, and at the same time an opportunity to promote cooperation and investment between domestic and international enterprises.

Within the framework of VIDW 2025, conferences, workshops and thematic forums will focus on six key areas: 5G, digital infrastructure, artificial intelligence, digital transformation, digital human resources and technology business development. Many prominent events such as the Vietnam - EU Digital Cooperation Forum, ASEAN Conference on 5G, and Regional Workshop on AI-based digital transformation will take place in turn.
