Vietnam is ready to contribute to revitalizing multilateralism and promoting international solidarity and cooperation.

On the afternoon of July 6, local time (early morning of July 7, Vietnam time), in Rio de Janeiro, Brazil, Prime Minister Pham Minh Chinh attended the Expanded BRICS Summit 2025 and delivered an important speech at the Expanded BRICS High-Level Discussion on "Strengthening multilateralism, economic-financial issues and artificial intelligence".

The discussion was chaired by Brazilian President Lula da Silva, the BRICS Chair in 2025, and attended by 35 leaders and representatives from BRICS member countries, partner countries, and guests, as well as leaders from international organizations such as the United Nations, the World Trade Organization (WTO), the World Health Organization (WHO), and international and regional development finance institutions.

At the conference, participating countries emphasized that the current context demands the promotion of multilateralism, reform of the WTO towards greater fairness, promotion of free trade, mobilization of private sector participation in artificial intelligence (AI) development, and a focus on the principle of "AI for everyone," considering it a core element in national sustainable development strategies.

Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized the role and contributions of the Southeast Asian countries in global governance; affirming that Vietnam is an active and responsible member of the international community, ready to contribute to multilateral mechanisms to promote cooperation, strengthen connectivity, address common challenges, and work towards building a more just and sustainable world .

The Prime Minister stated that in the context of a world undergoing many changes, with eroded confidence in global institutions, declining confidence in multilateral cooperation, and shaken confidence in international law, countries need to continue to uphold solidarity, strengthen cooperation and dialogue to address challenges with a global, people-to-people, comprehensive, and inclusive approach. In that spirit, the Prime Minister put forward three important and practical proposals.

Firstly, BRICS and the countries of the South need to take the lead in revitalizing multilateralism, persistently engaging in dialogue and cooperation based on the fundamental principles of the United Nations Charter and international law. BRICS should actively participate in promoting reforms of global institutions such as the United Nations, the IMF, the World Bank, and the WTO to better meet the realities and needs of developing countries, strengthen South-South cooperation, and promote connectivity, trust-building, and cooperation between developed and developing countries.

Secondly, they should be pioneers in promoting trade liberalization, respecting the legitimate rights and interests of nations. To enhance strategic autonomy, BRICS and the Southern countries need to strengthen market openness, promote supply chain linkages, mobilize and share resources, support technology transfer and human resource training for projects in healthcare, education, digital infrastructure, green transformation, and climate change adaptation.

Thirdly, BRICS should be at the forefront of leveraging the power of artificial intelligence (AI) to serve humanity, not replace it. BRICS needs to work with multilateral mechanisms to promote the development of a fair, secure, safe, and accessible global AI governance system.

Building an AI ecosystem that adheres to ethical values, balancing innovation and social benefit. Collaborating to build digital infrastructure, green and high-performance data centers; developing high-quality human resources, and AI programs for the community, helping all citizens access and benefit from AI.

The Prime Minister affirmed that Vietnam, together with the international community, will continuously strive, unite, and make efforts to build an equitable, inclusive, and sustainable global governance system.

Prime Minister Pham Minh Chinh's speech conveyed a strong message about strengthening multilateral cooperation, enhancing the role of developing countries in the global governance system, and affirming Vietnam's commitment and positive, responsible contributions to the common efforts of the international community. This was welcomed, agreed upon, and highly appreciated by many countries.

The 2025 BRICS Expanded Summit will continue on July 7th (local time) with a high-level discussion on “Environment, COP30 and Global Health”.
