At the meeting, the Vietnamese Ministry of Information and Communications was represented by leaders from several relevant units. Representing the United Nations were Ms. Pauline Tamesis, UN Resident Coordinator in Vietnam, and Mr. Quintin Chou-Lambert, Head of the Office of the UN Secretary-General's Special Envoy for Technology, representing the Office of the UN Resident Coordinator in Vietnam.
UN Under-Secretary-General Amandeep Singh Gill emphasized the importance of technology in advancing the UN's Sustainable Development Goals. He argued that a "Global Digital Deal" (GDC) is necessary to build a new vision to strengthen international cooperation and global solidarity in technological development. The GDC aims to build an inclusive and equitable digital economy , particularly creating opportunities for developing countries.
Minister Nguyen Manh Hung received Mr. Amandeep Singh Gill, Deputy Secretary-General and Special Envoy of the United Nations Secretary-General for Technology.
Regarding AI, Amandeep Singh Gill shared the UN's view: Countries should participate from the outset in establishing the rules for AI, rather than simply following the rules from a user's perspective.
The Deputy Secretary-General also highly appreciated the efforts and successes of Vietnam in general and the Ministry of Information and Communications in particular in popularizing the Internet for all citizens. This remains a challenge for many countries around the world , as there are still 2.6 billion people who are not connected to the Internet.
Responding to the Deputy Secretary-General, Minister Nguyen Manh Hung stated that Vietnam supports the United Nations Global Digital Agreement, the action plans related to the Agreement, and wishes to play an active role in these networks and activities.

The Minister stated that Vietnam is the center of Southeast Asia, a dynamic region with lessons that can be shared with other countries, especially developing countries. The Minister also shared some of the achievements Vietnam has made in recent years in the fields of telecommunications, digital transformation, etc.
The Minister of Information and Communications emphasized Vietnam's unique and distinctive approach to AI, encompassing two forms: public AI and private AI. Private AI primarily involves building virtual assistants, where organizations and units independently develop AI using their own data and knowledge. The Ministry of Information and Communications is actively promoting the private AI model, with 34 units under its direct supervision leading the way in developing virtual assistants for their staff.

Concluding the working session, Minister Nguyen Manh Hung affirmed that Vietnam will actively participate in global initiatives and plans initiated by the United Nations. The Minister expressed his hope that the United Nations will continue to play a leading role in global issues such as digital transformation, digital development, and AI.
