A mountainous commune in Pho Yen City, Thai Nguyen Province, supports poor households in developing livestock farming and increasing income.

Thanh Cong is a mountainous commune located in the west of Pho Yen City (Thai Nguyen Province). It has a convenient transportation system, creating favorable conditions for attracting investment and developing socio -economic activities. In 2023, the average per capita income in Thanh Cong commune reached 54.8 million VND/person/year. The main sources of income for the people in the commune are livestock farming and forestry; therefore, Thanh Cong always prioritizes the development of livestock and poultry farming.

According to the results of the poverty and near-poverty household review at the beginning of 2023, Thanh Cong commune still had 362 poor households (accounting for 8.3%) and 332 near-poor households (accounting for 7.61%). By 2024, the number of poor households in the commune decreased to 275 households (accounting for 6.31%), and the number of near-poor households was 323 households (accounting for 7.41%).

This achievement is thanks to the fact that from the beginning of 2023, Thanh Cong commune paid special attention to vocational training and job creation for its people. During the year, the commune collaborated with the Vocational Education and Continuing Education Center to open 4 basic vocational training classes with 140 students; collaborated with the Agricultural Service Center and the City's Economic Department to open 7 training courses on tea processing and care for 245 people; and regularly disseminated information and guided workers to pursue education and employment in places with stable jobs and guaranteed income.

In addition, the commune has fully implemented policies for poor and near-poor households, organized inspections of health insurance issuance and certificates for poor and near-poor households in some hamlets, provided electricity subsidies, and strived to reduce the poverty target assigned by Pho Yen City.

As part of the National Target Program on Sustainable Poverty Reduction, in 2023, Thanh Cong commune was allocated 537 million VND (of which, 467 million VND came from the central budget and 70 million VND from the Pho Yen city budget). With this funding, in 2023, along with the people's matching funds of 363.72 million VND, Thanh Cong commune implemented a project to support the breeding of Lai Sind cows for 13 poor households and 15 near-poor households in the commune, with a total of 28 breeding cows.

As one of the poor households receiving support in the form of cows under the poverty reduction project, Ms. Le Thi Minh Hue (Xuan Ha 4 hamlet, Thanh Cong commune) expressed: "My family was in very difficult circumstances before. From 2011 and 2012, my mother started to get sick and became bedridden. At that time, my children were too young to help. In 2023, thanks to the help and support from leaders at all levels, departments, and organizations, my family has the opportunity to develop our economy and support my children's education. I feel very happy and grateful."

Nguyen Trong Nhat (Dong Dong hamlet, Thanh Cong commune) said: "My family is classified as a poor household, with 4 members and 2 main laborers. With partial support from the project, my family contributed part of the funding to buy cows for breeding. I find this project very practical and brings relatively high economic efficiency. Because people can choose their own breeds, they are suitable for the local natural conditions, making breeding easier and adaptable to the weather and feed. To date, my family's cows have given birth to their first litter and are starting to breed for the second time."

Mr. Le Van Phong, former head of Xuan Ha 4 hamlet, Thanh Cong commune, said: "Xuan Ha 4 hamlet is located near the commune center, so the number of poor households is not large, mainly consisting of single-parent households and some households with difficult circumstances. With the agreement of the hamlet's departments, under the poverty reduction support project, in the first phase, the hamlet only registered one household that met the conditions and had the manpower to care for breeding cows. In the recent phase, with additional support from the program, the hamlet considered two more households to receive cow support."

"In 2024, Xuan Ha hamlet was selected by the People's Committee of the commune to achieve the model new rural status. As a result, almost all poor and near-poor households in the hamlet have escaped poverty. Only a few single-parent households have not yet escaped poverty. Therefore, the hamlet also requested the People's Committee of the commune and relevant departments to provide more cows so that poor households can benefit from the program, aiming for 100% poverty alleviation for households with sufficient working capacity this year," Mr. Phong informed.

Ms. Nguyen Thi Quynh Trang, an officer at the Pho Yen City Agricultural Services Center, shared: "When we started implementing the project, based on the list submitted by the communes, we selected households with the potential to escape poverty to participate. Participating households will contribute 20% of the cost of the cattle based on their weight, and will receive support up to a maximum of 220 kg per animal. In addition, each participating household will also receive feed and a licking stone. During implementation, we directly took the farmers to the breeding company so that they could personally select the cattle. Furthermore, before receiving the cattle, the households received training in scientific and technical aspects of cattle farming. The households officially received the cattle in November 2023. To date, out of a total of 23 cows supported under the project, 16 have been bred."
