Recently, pigs died of disease, but many households did not report to the authorities. Instead of burying them, they dumped the dead pigs into the canal (the section flowing through Yen Thanh district).

Along the canal bank in Duc Thanh commune, Yen Thanh district, many dead pigs were found stuck to life buoys floating on the canal. The dead pigs were in the process of decomposition, emitting a foul smell, polluting the entire river. In the sewer area on the border between Van Thanh commune and Yen Thanh town, there was a lot of garbage and dead pigs stuck in front of the sewer mouth that had not been cleaned up.

Mr. Le Van Minh - a resident living near the canal in Duc Thanh commune, Yen Thanh said: For more than a month now, dead pigs from the upstream of this canal have drifted down and stuck in the life buoy system, giving off an unpleasant smell, causing serious water pollution. He requested that relevant agencies urgently collect dead pigs to ensure the environment, especially to inspect and severely punish those who dump dead pigs into the canal.

According to observations, not only pigs but also many dead animals such as dogs, chickens and other types of garbage are also dumped into the canal. Currently, local people are very afraid of affecting drinking water and daily life.

It is known that the Do Luong canal system is over 56 km long, serving irrigation for nearly 30,000 hectares of agricultural land. This canal system also provides domestic water for people in Do Luong, Yen Thanh, Dien Chau, Quynh Luu districts and Hoang Mai town.

Mr. Nguyen Cong Luong - Director of the Irrigation Enterprise (under the Northern Irrigation Company) added: Recently, people have been dumping dead pigs into the river indiscriminately, causing public outrage. The unit coordinated with local authorities to collect dead pigs floating on the canal to protect water resources. However, after the cleanup, the upstream subjects continued to litter and throw dead pigs into the canal.

Mr. Le Van Hong - Head of the Department of Agriculture and Rural Development of Yen Thanh district, said: Yen Thanh district has more than 82,000 pigs. So far, African swine fever has been detected in 11 communes and towns, with more than 500 infected pigs having to be destroyed.

It is known that after detecting the epidemic, local authorities of communes and functional agencies inspected, screened and destroyed infected pigs. At the same time, they sprayed disinfectant at locations where the epidemic was detected, strictly prohibiting people from throwing pig carcasses into the river.

This afternoon, the district directed Duc Thanh commune to coordinate with authorities to clean up dead pigs on the canal.

According to Mr. Le Van Hong, in the long term, local authorities, not just Yen Thanh district, need to step up propaganda work, raise people's awareness; at the same time, send forces to strengthen inspection and supervision to strictly handle cases of dumping animal carcasses into canals.

Clauses 6 and 10, Article 5, Decree 90/2017/ND-CP, dated July 31, 2017 of the Government on administrative sanctions for violations in the veterinary field stipulates: A fine of 5-6 million VND shall be imposed for one of the following acts: transporting or dumping sick or dead livestock and poultry and their products into the environment. In addition, those who dump animal carcasses into the environment must also remedy the consequences and be forced to destroy the animal carcasses.
