Many tax procedures have been shortened and digitized throughout. Not only promoting digital transformation, the Tax Department has also innovated its management thinking by placing "taxpayers at the center of service". Propaganda and support policies have been deployed in a variety of ways, from online consultation to periodic dialogues with businesses.
In the first 9 months of 2025, domestic revenue reached over VND 38,168 billion (exceeding the ordinance estimate by 2%, equal to 142% compared to the same period in 2024); the whole year is expected to reach over VND 54,000 billion (exceeding the ordinance estimate by 43%, the province's assigned estimate by 36%). This is not only a simple financial result but also reflects the effectiveness of a modern, transparent and taxpayer-friendly tax management system.

However, in practice, the rapid development of the digital economy , e-commerce, and cross-border services makes determining tax bases and monitoring revenue sources more complicated. Mr. Ha Van Truong, Head of the Provincial Tax Department, said: In the period of 2026-2030, the strong development of digital economy, e-commerce, artificial intelligence, big data and international integration will be increasingly profound, so tax policy also needs to change strongly to meet the development reality. The Provincial Tax Department aims to perfect the tax system in a transparent, feasible, and international practice-compliant manner and closely linked to the implementation of the Politburo 's four key resolutions on national digital transformation, international integration, innovation in law-making and private economic development.
Accordingly, the Tax sector continues to analyze, forecast and expand new revenue sources, especially in the fields of digital economy and e-commerce, where there is a lot of potential but also contains the risk of revenue loss if not strictly managed; proactively analyze, evaluate and forecast to clarify revenue and tax items with growth potential and continue to resolutely implement debt collection measures, striving to keep the tax debt ratio below 5% of total budget revenue, contributing to ensuring financial discipline and fairness in tax obligations among economic sectors.
A highlight in the orientation of building tax policies of Quang Ninh is to actively support the private economic sector through the effective implementation of preferential policies and tax exemptions from the central government to the tax payer community, striving to complete the target of establishing over 2,000 new enterprises each year. At the same time, improving the qualifications of the tax officers to accompany businesses and people better and better.
