Building model new rural villages and hamlets into livable countryside areas

Model new rural appearance of Hoa Loc commune.

In July, we returned to Hoa Trung village - the first model new rural village of Hoa Loc commune, clearly feeling the "change of skin" of the purely agricultural countryside, with synchronous infrastructure. Chosen by the Party Committee and People's Committee of Hoa Loc commune as a model new rural village construction site, at the beginning of 2020, the Hoa Trung village Party cell issued a specialized Resolution on model new rural construction. Putting the interests of the people first, the Party cell and the village model new rural construction development board have publicly announced the policy and plan for model new rural construction so that the people know and directly participate in contributing opinions, choosing implementation options; publicly and transparently publicizing the people's contributions to investing in construction, repair and upgrading of rural infrastructure works.

With the high consensus of cadres, party members and people, Hoa Trung village has mobilized more than 52 billion VND for the model new rural construction. Of which, the commune budget is 1.5 billion VND; enterprise capital is about 2.4 billion VND; People contributed to the construction of rural welfare works more than 5.6 billion VND and the renovation and construction of family housing areas nearly 42.5 billion VND. With the creativity in the way of doing things and the high determination of cadres and people, after only 1 year of implementation, Hoa Trung village has taken on a new look, with a convenient village cultural house, a sports area serving the community's health training; inter-village and inter-hamlet roads are asphalted and concreted, convenient for people's travel and production; both sides of the road are rows of trees and flower pots full of life; the village space is airy, bright - green - clean - beautiful, people live happily, friendly, gentle and affectionate. In January 2021, Hoa Trung was the first village in Hoa Loc commune to be recognized as meeting the model NTM standards. This is an achievement built on the foundation of "Party's will - people's heart". Aiming for a modern and civilized life, in 2023, the cadres and people of Hoa Trung village continued to join hands and unite to successfully build the "Smart Village" model.

Going back to the West of Thanh Hoa, we set foot in the Muong ethnic minority villages of Ngoc Lien commune. The 4km long road to Minh Tien village has been concreted, making it easier for the Muong ethnic minority people to travel. Along the road, the tea hedges are trimmed neatly, creating a green space and a unique NTM identity for Minh Tien village. The road is the manifestation of the motto "The State and the People work together". Along with the State budget, the villagers donated more than 3,700m2 of land and contributed labor and money to upgrade, expand and green the road; contributed funds to install more than 90 public lighting poles and decorative lights, ensuring security and order, and lighting at night.

Minh Tien village has 104 households, with 484 people, mainly Muong ethnic people. Determining that the model new rural construction is to improve the living standards and enjoyment of the people, associated with the construction of synchronous, modern and unique rural infrastructure, the village Party cell has focused on leading and promoting the role of the people in implementing the criteria of a model new rural village. With the right policy and good practices, cadres and party members uphold the pioneering spirit, leading by example. People in the village voluntarily contributed more than 1.7 billion VND along with the State's support capital to build and construct rural infrastructure. In 2021 - the final stage to "reach the finish line" of the model new rural area, Minh Tien village invested in upgrading, expanding and concretizing more than 3.5km of alley roads; mobilized people to build nearly 5km of ecological fences in residential areas; built 2 village gates; 1.7km of natural drainage ditches and the renovation of the cultural house grounds. In addition, the Party cell and the village front work committee have mobilized people to build bright - green - clean - beautiful roads; implemented the clean house - model garden model, focused on renovating mixed gardens, building model gardens associated with household economic development. Based on the evaluation of the results achieved in the model of new rural construction, Minh Tien village was selected by the Provincial Women's Union to implement the model "Trusted address for women and children" and the model "Worthy village to live". Because the benefits from the movements have changed the way of life, lifestyle and a truly clean and peaceful environment for the people.

From the goal of striving to have many new rural villages, model new rural villages and smart villages, the Party committees and authorities in the province have been focusing on leadership and direction, combined with "smart mass mobilization" to mobilize the people's strength to build civilized and modern rural areas, and truly wealthy farmers. Thanks to the people's hearts and strength, by June 2025, the whole province had built 556 model new rural villages. The model new rural villages all have a spacious and modern rural appearance. Along with that, the economy, culture - society , rural environment and people's lives have been improved compared to the time of starting to implement the National Target Program on New Rural Construction.
