Hoat Giang commune was newly established by merging the communes of Hoat Giang, Yen Duong, part of Ha Trung town, and Ha Binh commune, with a population of 21,561 people. The commune's Party Committee currently has 1,174 members operating in 41 affiliated Party organizations. With its large natural area and diverse population, the combination of former areas brings advantages in natural resources and rich cultural diversity, creating a foundation for the sustainable development of the locality.
Overcoming numerous difficulties and challenges, during the 2020-2025 term, localities united, worked together, proactively and diligently strived to implement the congress resolution, achieving many important results. The economy continued to grow relatively comprehensively, with many indicators meeting and exceeding the congress targets. The area of agricultural land consolidated for large-scale agricultural production applying science and technology will reach 50.4 hectares by 2025, 1.68 times the 2020 figure. The commune successfully implemented a rice production model based on a linked chain with an area of nearly 18 hectares; and developed a model for commercial snail farming. The entire commune has basically introduced mechanization into agricultural production, with the mechanization rate for land preparation reaching 100% and harvesting reaching over 80%.
The New Rural Development Program, including advanced new rural development programs aimed at creating civilized urban communes, has been implemented synchronously; socio-economic infrastructure has received significant investment and upgrades, especially transportation and irrigation systems serving production. Two communes, Hoat Giang and Yen Duong, have achieved New Rural Development status, while Ha Binh commune has achieved advanced New Rural Development status; 100% of villages have met New Rural Development standards, and five villages have achieved model New Rural Development status. Ha Yen shrimp paste has been recognized as meeting OCOP standards. The socio-cultural sector has seen many positive changes, social security is ensured, and the material, cultural, and spiritual lives of the people have improved. Average per capita income (in 2025) is estimated to reach 58.88 million VND/person, 1.44 times higher than in 2020. National defense and security, and social order and safety are maintained, creating a favorable environment and conditions for socio-economic development. Party building work has been emphasized, and the relationship between the Party, the government, and the people has become increasingly close. During the term, the commune's Party committee admitted 278 new Party members, exceeding the target set in the resolution.
After more than a month of implementing the two-tiered local government model, the administrative apparatus at the commune level has become stable, increasing efficiency in handling administrative procedures and serving the people; promoting the proactive role of the people in the socio-economic development process, contributing to bringing the government closer to the people.
Building on the solid foundation established in the previous term, entering the 2025-2030 term with the motto: "Unity - Responsibility - Creativity - Development," the Hoat Giang Commune Party Committee has set comprehensive goals for the next term, including 11 targets for economic development, 8 targets for socio-cultural development, 3 targets for the environment, 2 targets for security and defense, and 2 targets for Party building.
To realize the set targets, the commune focuses on rapid, sustainable, and comprehensive development with three key tasks and one breakthrough: Improving the leadership capacity of Party committees and organizations at all levels; focusing on restructuring and improving the quality of cadres and Party members; continuing to promote rapid and sustainable agricultural production linked to the construction of advanced new rural commune criteria; focusing on developing the commune center plan, promoting the development of technical infrastructure towards urbanization, linked with the development of trade, services, and private sector economy; and effectively implementing the breakthrough of strengthening the application of information technology and digital transformation in government management and administration to improve the quality of service for citizens and businesses.

This includes developing agriculture towards commodity production, increasing value and efficiency per unit area. It also involves promoting investment in agricultural production, especially from businesses with strong potential and established brands within the agricultural production network. Furthermore, it emphasizes creating favorable conditions for industrial and construction development. Focus is placed on developing new commune planning, particularly the planning of the administrative center; developing new residential areas, commercial and service zones. The strong development of industrial and handicraft sectors is encouraged; priority is given to developing high-tech, environmentally friendly production industries; and maintaining industries with competitive advantages and high labor demand.
Promote investment attraction and the comprehensive development of the trade and service system, as well as service industries and professions. Continue to improve the quality of socio-cultural activities, effectively implement the targeted program for rapid and sustainable poverty reduction, create jobs, and improve the living standards of the people. Focus on administrative reform, improving the investment environment, applying science and technology, and digital transformation in all fields.

These include strongly promoting the potential, advantages, resources, cultural values, human resources, and the strength of national unity. The goal is to develop the economy rapidly and sustainably based on the application of scientific and technological advancements, innovation, and digital transformation, making the locality one of the regional centers for light industry, large-scale agriculture, and high added value. Simultaneously, the commune aims to strongly develop the fields of culture, society, education and training, healthcare, and digital transformation; ensuring national defense, security, and social order. It also aims to maintain political stability; expand and improve the effectiveness of cooperation and development linkages with other communes in the region and throughout the province. Continuously improving and enhancing the lives of the people, striving to successfully achieve the goals and tasks of the Party Congress of the commune for the 2025-2030 term, contributing together with the whole province to successfully implement the Resolution of the 20th Provincial Party Congress and the Resolution of the 14th National Party Congress.
SOME KEY TARGETS FOR THE 2025-2030 TERM: - The average annual growth rate of the total product value in the area is estimated at 10.5%. - Average annual income per capita will reach 77 million VND by 2030. - The area of agricultural land to be consolidated and concentrated for large-scale agricultural production and high-tech applications during the 2026-2030 period is 120 hectares. - The average annual increase in budget revenue reached 7%. - The percentage of paved roads in the area (excluding national and provincial roads) will reach 95% by 2030. - The percentage of the population covered by health insurance will reach 97% of the total population by 2030. - The percentage of schools meeting national standards will reach 83.3% by 2030. - The poverty rate decreased by an average of 0.5% annually. - The percentage of rural population with access to safe water sources will reach 99.8% by 2030. - The annual rate of new party member recruitment reaches 3-4% of the total number of party members. |
