The Secretariat of the Central Committee assessed that significant results have been achieved in the recent period of restructuring and streamlining the organizational apparatus of the political system. Alongside these achievements, however, there are still some issues that need to be addressed and rectified in leadership, direction, and management, such as the current situation regarding the issuance of documents and meetings.
This underscores the need to tighten meeting procedures, overcome the problem of lengthy and repetitive conferences, and clarify the responsibilities of each level and position within the political system. This is a crucial step towards improving the efficiency of governance and power control, particularly by re-establishing the core principle: subordinates proactively resolve issues within their authority; superiors do not interfere in violation of regulations.
According to the new regulations, provincial-level conferences should not exceed two provincial-level conferences per year, and commune-level conferences should not exceed three commune-level conferences, reducing the number of annual conferences by at least 10%. Furthermore, at least 60% of conferences must be held online. Meetings should only be held when absolutely necessary, or when there are no specific guidelines on the issue; speeches must be focused and not excessively long.
These requirements are not only technical and managerial in nature, but also reflect a new way of thinking: meetings must serve effectively, not create additional burdens for the system. Significantly, Conclusion 226 emphasizes the need for strong application of information technology, striving for 95% of administrative procedures to be processed digitally. This is the foundation for sustainably reducing meetings while simultaneously improving work efficiency.
In practice, this approach is being implemented in many places, including Ho Chi Minh City. With a large workload and strong reform requirements, the city has accelerated the use of online meetings in regular working sessions, discussing, deciding, and monitoring progress right during the meetings.
The meeting in Ho Chi Minh City during the regular government meeting in October 2025 served as an example: all content, from reducing administrative procedures to resolving implementation obstacles, was discussed online, saving time and shortening the process. At the meeting, immediately after hearing the report from the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, Deputy Prime Minister Nguyen Hoa Binh quickly urged Ho Chi Minh City to expedite the resolution of outstanding projects and other important issues.
One noteworthy point is the approach at the grassroots level: when implementing non-geographical administrative procedures, Ho Chi Minh City assigns specialized officials from departments and agencies to participate in local working groups at the Public Administrative Service Centers in wards, communes, and special zones to process applications for citizens. This approach effectively replaces lengthy inter-agency meetings, creating a streamlined, on-site processing procedure, embodying the spirit of fewer meetings and more efficient handling.
The most important aspect of Conclusion 226 is not the reduction in the number of meetings, but the requirement to tighten individual accountability, especially the accountability of leaders. Each level and unit must assign tasks according to the principle: one task should only be assigned to one person to lead and handle, following the motto of clear responsibilities, clear tasks, clear timeframes, clear accountability, clear authority, and clear outcomes.
The conclusion also calls for the abolition of outdated procedures, a reduction in unnecessary "consultation" steps, and the rectification of avoidance, buck-passing, or reliance on meetings to prolong deadlines.
Furthermore, agencies are encouraged to use digital tools to assign, monitor, and evaluate work in real time. In this regard, many places have begun to apply this in monitoring the progress of public investment, infrastructure projects, or inter-agency task groups. When data is continuously updated, meeting discussions become more focused, avoiding lengthy "reporting" sessions, and operational decisions are made more quickly.
Recent experience has also shown the effectiveness of concise, clearly defined online meetings. In many sessions, once the units agree on a solution on the digital platform, the chairperson can immediately conclude without needing another meeting for confirmation.
Conclusion 226 clearly outlines the requirements and methods. The rest depends on the decisiveness and responsibility of each agency and each official, especially the head of each unit. When each meeting is truly necessary and aims at reaching a final decision, work will proceed faster and more smoothly. This is also what the people expect from a service-oriented, action-oriented administration that prioritizes efficiency above all else.
