Trial of “major case” at Vietnam Register: Bribery to win illegal bids

On August 1, the Ho Chi Minh City People's Court continued to hear the case that occurred at the Vietnam Register (VRA) and the registration centers. The panel spent time questioning the group of defendants related to bidding and purchasing inspection equipment.

According to the case file, there are 280 inspection centers nationwide using 340 inspection lines provided by 4 companies. Of which, Viet Net Company Limited provided 125 Beissbarth brand inspection lines. In order to provide inspection lines, during the period from 2015 to 2020, Viet Net Company colluded with leaders and individuals at the inspection centers to agree to pay money outside the contract, provide technical specifications of equipment for the inspection centers to prepare appropriate bidding documents or use "satellite" companies to participate in bidding to create conditions for Viet Net Company to win the bid.

The defendants Tran Thi Mien Thuy (Director of Viet Net Company) directed Tran Thai Son (Deputy Director of Viet Net Company) and Pham Hong Viet (accountant) to directly contact and bribe more than 440 million VND to leaders and individuals at the inspection centers. Presenting in court, the defendants Tran Thi Mien Thuy and Tran Thai Son both admitted to the acts as charged in the indictment.

Defendants Luu Thi Thanh Van (accountant of Inspection Center 21-01S) directly negotiated with Tran Thai Son to prepare bidding documents against regulations and received a bribe of 23.5 million VND. Defendant Truong Thi Anh Van (accountant of Inspection Center 73-01S) directly negotiated with Tran Thai Son to prepare bidding documents against regulations and received a bribe of 21.9 million VND.

Regarding violations in bidding and purchasing inspection equipment at the Registry Department related to Viet Net Company Limited, there have been no results of valuation of the production lines and inspection equipment to determine damages. Therefore, the Investigation Agency has separated the violation of bidding regulations causing serious consequences to continue to verify, clarify and handle according to regulations.
