On September 16, Tan An Ward Police, Buon Ma Thuot City, Dak Lak Province announced that they were handling Dao Thi Ngoc Hanh (44 years old, residing in Tan Thanh Ward, Buon Ma Thuot City) for appropriating hundreds of lottery tickets from blind people four times.

Previously, on the morning of September 15, a blind woman who sold lottery tickets went to Tan An Ward Police to report that 99 lottery tickets had been swapped. According to the report, at around 6:45 a.m. on September 14, while she was selling lottery tickets on Chu Van An Street, Tan An Ward, a woman came to ask to buy a lottery ticket. Knowing that the victim was blind, the woman used a stack of old lottery tickets to swap them for 99 new lottery tickets that had not been drawn yet.

Through investigation, Tan An Ward Police identified the subject as Dao Thi Ngoc Hanh and invited her to the headquarters for questioning.

At the investigation agency, Hanh confessed that because he dreamed of winning the lottery but did not have money to buy it, he had the idea to swindle the blind woman's lottery tickets. Hanh confessed that, in addition to the above 99 lottery tickets, on September 5, 9 and 12, Hanh met the blind woman to buy lottery tickets and stole 204 lottery tickets.

Hanh brought all 303 lottery tickets home to check but did not win any of them.
