The leader of the Ministry of Information and Communications (MIC) said that currently, nationwide, there are 82 inspection teams with a total of 445 officers conducting simultaneous inspections across the country for 8 mobile telecommunications enterprises, branches of 8 telecommunications enterprises, telecommunications service providers and organizations and individuals registering a large number of SIM subscribers. Of which, the Ministry of Information and Communications deployed 8 teams, and the Departments of Information and Communications deployed 74 teams.

This is taking place in the context that the Ministry of Information and Communications has been very determined in standardizing subscriber information, updating subscriber information, and cross-checking with documents in the national population database to standardize subscriber information.

The objective of this large-scale inspection is to strictly handle the situation of taking advantage of and using other people's information to register SIM subscribers; the situation of intentionally registering many SIM subscribers to circulate in the market but not transferring the right to use.

The main inspection subjects are organizations and individuals who register many SIM cards, telecommunications service providers who illegally use information of organizations/individuals or use their own information to register and pre-activate many SIM cards for circulation in the market.

Deputy Minister of Information and Communications Pham Duc Long requested that inspection teams clarify existing problems and violations in the management of subscriber information arising during the registration and management of subscriber information and thoroughly handle situations of taking advantage of and illegally using other people's information to register and activate SIMs in bulk; Activating many SIMs and selling, circulating them on the market, buying and using SIMs registered with other people's information in violation of regulations; Not changing information when transferring usage rights; Forging or modifying identity documents to register subscriber information; Registering and activating SIMs in large numbers but not being able to prove the purpose of use.

Through the inspection, the management agency will clearly grasp the list of SIM import agents, telecommunication service providers in the area, especially agents importing SIMs in large quantities, telecommunication service providers registering large quantities of SIMs, clearly grasp the time when SIMs are activated in large quantities and released to the market in order to have measures to check, inspect, handle and prevent in a timely manner, not allowing registered and activated SIMs to be sold to the market.

The Ministry of Information and Communications recommends that telecommunications service users strictly comply with the law on subscriber information management; proactively go to telecommunications service providers to register their own subscriber information, do not buy SIMs with pre-registered information and activation, and do not use SIMs registered with information of other organizations/individuals to avoid legal risks when using SIMs that are not under their ownership./.

As of May 15, 2023, about 1 million 2-way locked subscribers have not standardized their personal information and have been withdrawn to the number warehouse. According to calculations by network operators, the number of 2-way locked subscribers who have registered and re-authenticated their personal information is not much. Most 2-way locked subscribers register new subscribers and abandon their old subscription numbers.
