At the regular November press conference held on the morning of December 4 in Hanoi, Deputy Minister of Agriculture and Environment Phung Duc Tien affirmed that the agricultural and environmental sectors still maintain important targets despite facing many unprecedented challenges.
The Ministry’s report shows that the world economy continues to be complex; trade tensions, increasingly stringent requirements for traceability and food safety directly impact agricultural growth. Extreme natural disasters occur on a large scale in many countries, causing input prices to increase, disrupting the agricultural supply chain.
Domestically, since the end of the third quarter, heavy rains, flash floods, and landslides have occurred continuously in the northern mountainous region and the north central region, causing heavy human and property damage, estimated at tens of thousands of billions of VND. The floods from late September to mid-October alone left many people dead and missing; and seriously damaged transport infrastructure, irrigation, dykes, electricity, and schools.
In November, the Central region continued to suffer heavy rains and floods, causing thousands of hectares of rice, crops, aquaculture and many rural works to be washed away. In the Mekong Delta, localized drought, lack of domestic water and increasing saltwater intrusion threatened production and people's livelihoods.
In that context, the Ministry of Agriculture and Environment directs operations according to the motto of "proactive, decisive, flexible, and synchronous", associated with the task of restructuring the industry towards ecological agriculture, green economy, and circulation; promoting digital transformation, and building a shared database.
The Ministry focuses on perfecting institutions on land, water resources, environment, and agriculture; removing difficulties in markets, credit, and infrastructure; promoting trade, expanding markets; handling technical barriers, tracing origins, and continuing efforts to overcome the IUU "yellow card" warning.
Thanks to drastic direction, crop, livestock and aquaculture production remained stable over the past 11 months. The country cultivated about 7.1 million hectares of rice; output reached 42.56 million tons. The total pig herd increased by 0.3%, poultry increased by 2.8%. Forestry was stable with more than 262 thousand hectares of newly planted forests; timber output reached nearly 22.9 million m³. Aquaculture output reached 9.05 million tons, up 2.9%.
The export turnover of agricultural, forestry and fishery products in November is estimated at 5.8 billion USD, bringing the total for 11 months to 64.01 billion USD, up 12.6% over the same period. Of which, agricultural products reached 34.24 billion USD, aquatic products 10.38 billion USD, forestry products 16.61 billion USD. China, the US and Japan continue to be the three main markets.
Speaking at the press conference, Deputy Minister Phung Duc Tien stated: Total natural disaster damage in 2025 is estimated at about 83,500 billion VND, more than 400 people died and went missing; Typhoon Yagi alone caused damage of more than 8,000 billion VND, of which 80% was in the agricultural sector. However, basic targets are still guaranteed: Rice output is estimated at more than 43 million tons; livestock and poultry herds remain stable; planted forest wood output is approximately 31 million m³; industry-wide growth is expected to reach 3.8 - 3.9%.

Total agricultural, forestry and fishery exports in the first 11 months of 2025 reached 64.01 billion USD, an increase of 12.6% and officially exceeded the record of 62.4 billion USD for the whole year of 2024.
The Deputy Minister emphasized: “Agricultural, forestry and fishery exports continue to be a bright spot. With 64.01 billion USD after 11 months, if December reaches about 6 billion USD, the whole industry can reach nearly 70 billion USD, far exceeding the target of 65 billion USD.”
A representative of the Department of Animal Husbandry and Veterinary Medicine said that after the flood, the risk of disease outbreaks in livestock and poultry increased. To promptly support the locality, the Ministry has provided Thai Nguyen with national reserves including 27,000 doses of foot-and-mouth disease vaccine type O, 55,000 doses of classical swine fever vaccine and 1 ton of 20% Sodium Chlorite chemicals.
For Dak Lak, the Department mobilized businesses to provide emergency support to restore production: CP donated 20,000 chicks and 7,500 kg of bran; De Heus supported 20 tons of chick bran; NAVETCO - VETVACO - AVAC provided 6,000 liters of disinfectant. The Department is developing a policy to support and reorganize production in the Livestock and Veterinary sectors.
Representatives of the Department of Fisheries and Fisheries Surveillance said that in just two months of October - November 2025, storms No. 10, 11, 13 and floods have caused serious damage to aquaculture, especially marine aquaculture. It is estimated that by November 28, 1,848 hectares of aquaculture were damaged; 23,004 cages (331,293 m³) were washed away and damaged; More than 4,045 households were affected. Economic damage was about 5,290 billion VND, of which the three provinces of Khanh Hoa - Dak Lak - Gia Lai accounted for 4,032 billion VND.
The above damages will affect aquaculture production activities in 2026. The Department has proactively advised and proposed solutions to direct production. These include immediate and long-term urgent solutions to arrange and restore production in an adaptive and sustainable direction.
Regarding immediate solutions, regarding support procedures, we will urgently complete the damage confirmation procedures to provide timely support according to Decree 09/2025/ND-CP. Regarding techniques, we will provide guidance on environmental treatment, determine the safe time to release seeds, and prioritize subjects with short-term farming cycles to serve year-end needs.
Organize regional conferences to connect support resources from banks/credit funds, businesses supplying materials, breeds, food, etc.
